Society has an obligation to abused and neglected children. Caring for them is our collective responsibility.
So why does the Administration’s current budget proposal end federal funding of the Victims of Child Abuse Act?
The ratio of expenses to overhead for CASA is among the best in the nonprofit world. A single dollar invested in CASA programs yields $23.40 in savings in the foster care and child welfare system.
So why would anyone allow the $12 million in funding CASA receives through the Victims of Child Abuse Act to just disappear?

A different kind of shout out to Mitch Daniels (Indiana’s Governor) for Terminating the state adoption subsidies to 500 families that adopted special needs children based on the state’s promise of transportation & other specialized needs help these children lead more normal lives.

What a cruel & possibly illegal act.

I met with adoptive families in Indiana a few months ago & don’t understand why a class action lawsuit has not graced this state’s heartless & hypocritical legislature. Could they even be sued personally by the children & families that executed adoptions based on existing legal documents?

This was a direct promise from the state to lower & middle income families that have put their future on the line because they saw a great need abandoned children (wards of the state) were facing because of mental or physical health issues and parental neglect & abuse .

What a cruel & illegal act to break that promise.

Save Enormous Downstream Costs (Listen Carefully To David Strand’s Advice)

Compared to woeful neglect of the needs of young families in the US and Minnesota, this study revealed the success of preventative public policies that provide universal health care, universal maternity leave, and universal access to professionally staffed nursery school. This is developmental child care, not custodial care so often chosen here because it costs less. Taxpayers would be saved enormous downstream costs by the judicious use of preventative and developmental care for young, struggling families.

An example documented in Minnesota is the research done by the Minneapolis Federal Reserve Bank under the direction of economist Art Rolnick. His team found that there is no better return to the taxpayer than the investment in high quality early childhood education. When our lawmakers intentionally ignore this highly relevant research, they do a disservice to their constituents. This is an example benchmarking, the difference between operating expenses and investments and also the value of resisting the temptation of ruinous short term gain.

It would be far less expensive (see the studies & long term costs) and the right thing to do to see that foster & adoptive parents were well funded, well regulated, and early childhood programs set up to insure that every child had a chance to have a meaningful life in America.

Until then, let’s sue the pants off of states and counties that refuse to care for children.

The mission of CASA Minnesota is to broadly support volunteer advocacy on behalf of abused and neglected children in our state. We believe that every abused and neglected child in Minnesota court proceedings should have a volunteer advocate working for their best interests. In pursuit of this goal, we do the following:

Assist in the recruitment and retention of Minnesota volunteer guardians ad litem
Provide initial and continuing education and support to Minnesota volunteer guardians ad litem
Increase public awareness about child welfare and guardians ad litem
Provide a network for communication among Minnesota volunteer guardians ad litem
Advocate for legislative change, public policies and best practices that enhance the quality of advocacy and care for abused and neglected children

It was clear after talking with adoptive and foster families at their annual conference that Indiana’s failure to protect it’s children is due to the politicizing of children’s issues and not the hard work being done by foster & adoptive parents, educators, & social workers that are trying to provide homes, education, and services.

We all know that healthy children become healthy adults & contributing members of our community & that unhealthy children become preteen mothers & juvenile felons that cost our cities and states a fortune over a lifetime.

Wake up Indiana politicians. Your citizens depend on you to understand basic humanity and economics.

Citizens, wake up your politicians (the children can’t do it without your help).

Local CASA Volunteer’s Success Story

I was given my first case in February of this year a family of three children: A 13-year-old boy with mild autism, a 9-year-old girl, and a 4-year-old, all living with a Great Grandmother (74 years old).

The children have lived with their great grandmother for 4 years. There were so many questions that needed to be answered and I found that I had the time to find those answers. The lawyers, and social workers all cared for the family but lacked the time to get to know the family as well as I could.

I found, for example, that the 13-year-old boy had missed 54 days of school and had been late for his first hour class 34 times. There were several reasons, and all were easy to fix.

He needed an alarm clock, needed to stop spending the night at his favorite Aunt’s house, and needed to take responsibility. I told him he was not allowed to be late or miss school anymore. I was able to check daily via a computer how his grades were and his attendance, and so was he.

Even considering four decades of exhilarating professional life, my most powerful lesson followed retirement in 1996. This happened when I volunteered as a guardian ad-litem for Hennepin County from 1998 to 2000.

Guardians are court-appointed advocates assigned to help Juvenile Court judges decide the fate of children removed from their homes because of abuse or neglect. It is part of the Child Protection System in our state.

The hardest was to look into the eyes of these unlucky kids and realize that they had no chance for a normal life. I could only take that for two years. It was a “kick in the pants” that opened my eyes.

Pressed by the demands of the “global war on terrorism”, theUnited States is violating an international protocol that forbids the recruitment of children under the age of 18 for military service, according to a new report released Tuesday by a major civil rights group that charged that recruitment practices target children as young as 11 years old.

The 46-page report, “Soldiers of Misfortune”, was prepared by theAmerican Civil Liberties Union (ACLU) for submission to the U.N. Committeeon the Rights of the Child.

A recent study indicates that up to 80% of children aging out of foster care are leading dysfunctional lives. A Minnesota judge has provided me the Prozac, Ritalin, and other psychotropic medication prescriptions taken by children in her courtroom (most of them under ten years old) and it points at one of the key issues thay might explain why so many youth leaving the foster care program find it hard to cope with life.

From a legal perspective the most under-protected persons in America are sexually abused children.

One study indicated that 11% of judges and 51% of prosecuting attorneys admitted that they had deliberately confused the child (witness) during the proceedings.

What this means in practice, is that the nine-year old girl sitting on the stand in the courtroom is being bullied by intense and deliberately confusing cross-examination about her abuse.

Everyone at the sysmposium agreed that children are not mentally capable of undergoing adult type cross examination, but it is clear that this still happens in many cases.
