What Child Protection Means In Minnesota

From Safe Passage for Children of Minnesota today; This Peabody Award Winning video documents the critical issues that lead to the gruesome murder of 6 year old Eli Hart and dangers facing all of Minnesota’s abused and neglected children. 

Hundreds of children have died while known to Child Protective Services. Some have been tortured over time. Many more children have suffered years of  trauma as the institution standards and practices of CPS have deteriorated.

There are no metrics or reporting made available about children’s suffering at the hands of their caregivers or the self-harm or suicide attempts of traumatized kids in the system.

 There is a real lack of data and transparency in CPS which makes it hard to know outcomes short of child death.
72% of of the 88 child maltreatment deaths studied (complete study below) were known to CPS. We do know that there were many reports of life changing violence, neglect and abuse but few follow ups.

If You Live In MN You Should Do This

The Safe Passage Report on Child Maltreatment Deaths is a remarkable report – not in a good way. It demonstrates how common it is for Minnesota children to die from abuse in the home even after they have become known to CPS. This report is still only the the tip of the horrors facing abused children as;

DHS did not cooperate with the investigator,
Four counties did not respond,
Child deaths reported were only those that had court filings or had been reported in the media

Metrics of Minnesota’s Child Protection (what does your state measure?)

Recent Star Tribune articles about juvenile justice and explosive growth of crime in our community miss the heart of the matter. We keep putting fires out that could have been prevented. The car jackings, transit crimes and other juvenile violence making life miserable for so many of us didn’t begin when these children became juveniles. It started with traumas suffered in the home mostly caused by parents that suffered the same violence and abuse as children.

Measuring What’s Important

What is transparent and measured can be identified and improved. What is not transparent and measured remains unknown and can fester.

In business, Cost Benefit Analysis focuses on ROI (return on investment). ROI is based on “assets”, “net income” & “profitability”. That’s what business is about (money). Corporations have extremely detailed and accurate methods of measuring their “money”…

Investing In Children Not Jails

We the people are serious about continued investment in our punishment model.

Expelling kids from daycare and elementary school is common. Charging youth in adult courts is too. The nation’s Supreme Court recently reinstated lifelong (no chance for release) sentencing for crimes committed by juveniles.

Instead of investing in healing broken children we invest our tax dollars into courts that punish kids from traumatizing violent and toxic homes. Are we bad at math or pro growing crime, criminals and broken communities.

Let’s Stop Counties Stealing Money From Foster Children

Repurposing Federal Foster Care dollars have become a “revenue stream” for counties because taking foster child money goes “unnoticed” (from the article). In a perfect world, a County person would raise hell about repurposing foster child dollars to adults (but they don’t because they could lose their job). There is little reporting of and no transparency in the Child Protection System.

Trauma, Children & Overwhelmed ER’s in Minneapolis

Fairview Masonic Children’s hospital has been overwhelmed with 145 emergency pediatric psych cases since September. A makeshift shelter in an ambulance garage is all that’s available at Fairview Masonic to protect children suffering from the traumas of child abuse and homelessness.

Is This About Child Protection or Something Else?

It has been stated by program management that CASA volunteer time spent with abused and neglected children is of no value. Ask that question of any child removed from the only home they have ever known now passing through the cold scarey institution of judges, courts, foster and group homes where you don’t know anyone and new adult faces come and go after short periods.

Making Child Protection Work (it takes a village)

The CASA volunteer guardian ad litem program provides a voice for a frightened child in the child protection system. Children removed from their homes become Wards of the State. Through the eyes of a child being in child protection is like being a cog in the wheel of a big machine.  Delivered from one provider to another, many foster children them have multiple foster homes because of unaddressed (under-addressed) mental health and behavior problems.

Learn about the CASA guardian ad-Litem program and how your can make life better for abused and neglected children – Today, there are 500 abused and neglected children in Ramsey & Hennepin County child protective services without a guardian ad-Litem. Being a State Ward child is painful. Being a voice for that child is rewarding and makes a difference in the life of that child.

Signs That You Are a Mental Health Worker

Andy Steiner’s social workers as backbone of the mental health workforce Minnpost article belies a much deeper truth about the depth and scope of mental health in our communities at this time.

Generational child abuse has been growing exponentially for years creating millions of traumatized children treated with Prozac like drugs with minimal or no effective mental health therapies to heal their traumas.

In 2014, America put 20,000 one and two-year old’s on Prozac like drugs and big pharma paid billions of dollars for illegally selling those drugs to pediatricians for use on very young children.

Being a Voice For an Abused Child – CASA guardian ad Litems speak for the child

In America today, children have no federal rights except under the “doctrine of imminent harm” which allows the child to be taken from the family if the child’s life is endangered by the parent.  For the most part, being responsible for killing your own child, unless it’s for religious reasons it is against the law.

At least 30 states still allow parents to withhold lifesaving medical care to their children for religious reasons and children do die because of it. This may sound hyperbolic, but if you did withhold lifesaving medical care in a state that did not allow it for religious reasons, you’d be charged with killing your child.  Parents have all the rights and children have no voice except for the guardian ad litem that speaks for them.
