CASA Minnesota is a local nonprofit organization whose mission is to support and promote volunteer advocates to ensure that every abused and neglected child in Minnesota has a safe, stable and permanent family. Our advocates are everyday citizens who become extraordinary volunteers. Judges appoint volunteer advocates to speak for the safety and well-being of a child in the court system. CASA Minnesota volunteers stand up for these children and help change their lives.

For The Record (Toni Carter’s Comments on the Death Of Eric Dean + my response)

A central theme in the April 20 article “7 of 10 abuse calls not checked” was that Minnesota counties appear to “screen out” more reported cases of child abuse than other states, and that the percentage of cases that are closed without investigation varies between Minnesota counties. But it’s important to look beyond the data points to the data collection to understand these differences.

Increases in the statewide “screen out” rate from 2000-2010 may reflect changes in data recording practices rather than changes in agencies’ screening decisions. In 1999 a new data reporting system was implemented. As counties became more adept at using the new system the amount of data reporting increased. However, the actual number of reports “screened out” did not.

Despite the resulting higher “screen out” rate, Minnesota did the same number of assessments per year from 1996-2010, with a low of 16,384 in 2001 and a high of 19,846 in 2006, even though our child population is decreasing. While serving the same number of families, counties now document information received in a more consistent manner.

We believe it’s misleading to compare Minnesota screening practices to other states because of the variation in state laws, data collection systems and data retention practices.

Speaking For The Weakest & Most Vulnerable Among Us – Star Tribune Articles

It hurts me to see people in high positions who are responsible for child protection make claims that there’s nothing to see here, things are just fine, child protection is working as it needs to (“Counties are committed to safety of kids,” April 25).

There is very little fine about it, and by accident or by design, information about it is hard to find and rarely published. By almost any measure and from my perspective over many years as a volunteer guardian ad litem within the system, there are not enough resources, record keeping is poor, child protection cases need to be over the top to get into the system, and children stand only a small chance of getting what they need to recover from the years of abuse and neglect they have suffered.

Things have gotten worse since Minnesota went from screening out one-third of the cases to screening out two-thirds. Screening out 90 percent of cases (as four Minnesota counties do) is a very big deal.

Punishing The Mentally Ill (Minnesota is not alone)

Today’s Minneapolis Star Tribune article supports a position I’ve held for years. By ignoring or under-serving people with mental health problems we are manufacturing state wards, preteen moms, and felons and this is making our cities dangerous and unsafe.

Our current policies of dumping the mentally ill in detention, jail, and prison places a huge burden on educators & juvenile, criminal justice workers, and especially the families (often grandparents, and foster and adoptive parents) that live with them.

Not much teaching gets done in a classroom populated with disturbed youth on Prozac. Safety and behavior management becomes the teachers primary concern at the expense of educating all the other youth. Our nations miserable graduation and drop out rates, STD rates (we lead the world), and crime rates (we also lead the world) are all tied to how we ignore and under-serve people with mental health issues.

Forcing foster/adoptive parents and service providers (educators, social workers, juvenile & criminal justice workers) to be the front line in managing mental health issues of the children and youth in their charge is an overwhelming task that rarely ends well for the children and youth. These children need professional guidance to overcome the serious issues that have triggered dangerous behaviors and the explosive increase in psychotropic medicating of five and ten year old children in our society.

Mental Health & Education (thank you Star Tribune for this honest conversation)

The complex needs of abused and neglected children are a giant, and I argue, the primary challenge facing America’s education system today. Different states handle the problem in different ways, but very states make the public aware of the depth and scope of the mental health issues like Minnesota has.

Teachers being forced to become social workers and mental health providers is a severe and growing problem in all American schools. Educators speaking openly about the dangers and fear of recurring outbursts by deeply troubled students injuring themselves or other children is a rarity in today’s media, but the data, including crime, graduation rates, test scores, and international achievement comparisons, would indicate otherwise.

There is little question that this problem is impacting the quality of education in our communities and needs to be addressed with adequate understanding and resources. Teachers deserve more support and a better understanding of the issues impacting education in America today.

Tracking America’s Most At Risk Children (Compiled)

New documents obtained by KCAL9 detail previous allegation of abuse in the case of a now- deceased 8-year-old Palmdale boy who investigators say was tortured and beaten to death. Gabrieal Frenandez suffered a skull fracture, several broken ribs and severe burn marks over various spots of his body before he was hospitalized last month, according to the La County Sheriff’s Department. He died from injuries may 24. The mother confessed that she had been abusing the boy from time to time. His mother Pearl Fernandez and her boyfriend Isauro Aguirre have been charged for murder.
The Republican governor last week defended O’Day’s leadership, even after the agency told a federal judge it couldn’t say with any certainty how many children died while in its custody.

The department previously reported the deaths of 151 children in their custody between January of 2009 and July of 2012 but retracted that number after a third party reported that number to be less than exact.

They now say they are not sure how many have died.

According to the Tennessean in the first six month of 2012 there were 31 deaths among children, ranging from newborns to teenagers.

The mother of a 15 month old boy has commented that the court, judges, and police failed to help her son when his death could have so easily been prevented. The father of the boy, despite being under investigation for abuse, was granted unsupervised visits by a judge. Shortly thereafter, he killed the child.

Child Well Being Minnesota

Last week KARA board members Sam Ashkar, Bob Olson, & I attended the Child Well-Being meeting to learn current information on the status of abused and neglected children in MN. The data came from the Citizens review panel, Office of the Legislative Auditor, and a powerful report from Safe Passage For Children.

Information is important in how one frames and speaks of a problem. Being grounded in facts is always superior to what one hears from the talking heads (and blogs).

Statistics are evidence of the success or failure of important process and programs.

Last Year there were 58,163 reports of child abuse 2/3’s of them were screened out (were not investigated).

I was impressed with the tenacity and commitment of Indiana’s foster and adoptive parents in the face of this state’s mean spirited children’s politics.

The evening before my talk I listened to story after story of the “fluid” nature of Department of Child Services policy, families not being allowed to question decisions or policy for fear of being blackballed, and what it’s like to watch long established, workable policies disappear to be replaced by whimsy and bullying.

14 police calls to foster home led up to near-death

On the 49th call to the home, police removed the children into protective custody (only because the 7 year old was observed trying to kill the 5 year old). As I became involved in the case, the sex abuse of the older girl became apparent. The police were aware of the prostitution taking place on the premises, and it was very likely that the older child had been prostituted.

Minnesota Children Killed By Caregivers While Known to CPS (& how to stop it)

 There is a real lack of data and transparency in CPS which makes it hard to know outcomes short of child death.
72% of of the 88 child maltreatment deaths studied (complete study below) were known to CPS. We do know that there were many reports of life changing violence, neglect and abuse but few follow ups.

Child & LGBTQ Suicide & Self-Harm (stories, statistics & trauma informed resources)

Prosecuting Legislators (can this work?)

A single Minneapolis hospital, HCMC sees 800 to 1000 emergency psychiatric visits a month (one of many metro hospitals).

There have never been enough beds and there will never be enough Prozac to humanely treat the people suffering from terrifying mental health problems.

When 6 year old foster child Kendrea Johnson suicided by hanging, her grandmother sued the County. After Jeff Weis shot dead his grandfather, himself and 8 others at Red Lake MN the community built a modern mental health facility so that it wouldn’t happen again.

The only stories that come to our attention are the most horrific.

There are thousands of stories left unknown except to the DHS staff, social workers and law enforcement, foster and adoptive parents, teachers & health workers dealing with severe, chronic and often dangerous people that would benefit with the help we are talking about.

Paul Gingerich was 12 years old when he helped fatally shoot a friend’s stepfather in a small Indiana town about 45 miles northwest of Fort Wayne. The boys had planned to flee to Arizona or California after the ambush, but both were caught, convicted, and sentenced to 25 years in prison. The case sparked outrage from child welfare advocates because Mr. Gingerich, now 18, is believed to be the youngest person in Indiana history to be sentenced in an adult court.

Police Shootings & You and Me

People smarter than me have clearly explained the underlying institutional dysfunctions that ensure the next police shootings.

Dallas Police Chief David Brown accurately stated that law enforcement has become the safety system in schools, a primary community mental health service provider, and of course the armed responder to a growing number of society’s violent problems.

Recently, Minnesota sheriffs from Hennepin, Ramsey and Washington Counties wrote a half page Star Tribunearticle threatening to sue the State for failing to provide timely mental health services to people locked up in their jail cells. This failure has turned law enforcement into a provider of mental health services to a large and growing population of often dangerous people.

MN Law enforcement officers killed 12 people in 2015 and each year are dealing with more unstable people and potentially dangerous encounters with the wrong training needed to slow this racially unbalanced social dysfunction.

Mental Health, Prozac, Holding Pens, Children & Sheriffs – (why nurses, teachers, social workers & foster / adoptive parents need to speak out)

Today’s Star Tribune article about hospitals without the capacity to deal with the surge in emergency psych visits relates directly to the sheriff’s (Washington, Ramsey and Hennepin Counties) threat to sue because their departments had become mental health service providers as a result of the state’s failing to honor the 48 hour rule.
