Prairie Care’s new 50 bed hospital for Children’s mental health is a tiny step in providing badly needed services for the traumatized children passing through Minnesota institutions.
HCMC alone sees 800 to 1000 emergency psychiatric visits each month and many of them are traumatized children. I’m guessing that an equal number of terrifically disturbed youth get no help at all in our state because there are no children’s mental health hospitals where they live.
The disparity between available beds and needy children will remain huge with this addition but it’s a nice thought that it signals a trend towards valuing the well being of the youngest and most vulnerable among us.
Would six year old foster child Kendrea Johnson have hung herself last year by her jump rope if child protection services had identified her level of trauma and provided access to the most current pediatric mental health care? As it was, her social worker did not know she was seeing a therapist and the police and medical examiner proclaimed that six year old children were incapable of suicide (little do they know).
Would Jeff Weise have killed all those people and himself at Red Lake a few years ago if someone had read his blog or heard his cries for help and brought him to Prairie Care, Washburn Center or other advanced treatment facilities? His mother told him she “wished he’d never been born” and his homicidal/suicidal blog writings were ample warning that the boy needed help. After the tragedy, Red Lake built a mental health facility in town.
Michael Swanson’s mom tried desperately for years to find help for her terribly disturbed son prior to his killing of Sheila Myers & Vicky Bowman-Hall – two random and innocent Iowa grocery clerks.
In my experience as a volunteer guardian ad-Litem, I had many personal, painful encounters with suicidal very young children. My first visit to a four year old state ward girl was at the suicide ward of Fairview hospital. A reason for my becoming a guardian ad-Litem was the tragedy a dear friend lived after adopting a homicidal state ward boy.
A sad personal email this morning from a grieving mother has caused me to reflect on friends who ended their own lives and the four, five and six year old children I have known, or known about, who tried or succeeded at suicide.
My cousin Ron Mahla (Actor and brilliant person) and my dear friend Tommy Garretson (Vietnam War Vet with a winning smile and great sense of humor) were both gentle and bright souls that were squeezed to death by sadness and a growing inability to cope with their lives.
In both deaths, I’m almost certain that neither told anyone or thought to get help to cope with the events in their lives (there were no signs of impending suicide).
Coping skills are everything. Have them and we can make it – without them, we are at risk.

I’ve taken from Brandon Stahl’s article on uninvestigated child sex abuse cases that someone has decided that children reported as sexually abused before 2013 will go uninvestigated and stay where they are (even if they are still being sexually abused) as the County doesn’t see it important to put resources to finding out if these children are still endangered.
In my caseload as a CASA volunteer guardian ad-Litem, I know children as young as two who were sexually abused – and the resulting traumas that followed them for life. They deserve to be rescued.
I find this cheap, short sighted policy making appalling and I know that it is much more costly to ignore them than to do the right thing.
Will someone besides Brandon Stahl please speak out for these kids?
What kind of a community writes off the worst kinds of child abuse for relatively modest financial reasons?
Any investigation into the financial aspects of these bad decisions will discover that we do not save money by allowing children to remain in horridly abusive homes.
These are the kids with severe behavioral problems and poor coping skills that fail in our schools, become preteen moms, adolescent felons, and make our communities unhealthy and unsafe.
What costs money are failing schools, unsafe streets, prisons and recidivism (70% nationally).
What a cold hard people we have become (and bad at math).
As a volunteer CASA guardian ad-Litem lobbying for the removal of children from toxic homes, I saw many examples of children left in the care of drunk/drugged uncles and boyfriends while a poverty or near poverty parental caregiver went to work each day. These children are many times more likely to be abused, traumatized (and killed) than other children.
Life is better for children in “higher income two person households” and that to ”investigate and punish” moms and dads that molest and torture their children doesn’t fix the issue. The fact that many families can’t afford quality daycare, have not access to crisis nurseries or mental health services rarely gets attention – things that would have far greater impact making health families than money spent on a punishment model.
If we value children as a community, let’s become like the majority of the other industrialized nations and make crisis nurseries, adequate mental health services and quality daycare a part of our culture.
It is mean and counterproductive for an advanced nation to build a child care system that leaves 3 and 4 year old’s in the care of unstable or dangerous people because there are no other alternatives (and on top of that, blame them for the very circumstances that are hurting them).
Minnesota’s abused and neglected children finally catch a break. Brandon Stahl’s superb reporting on the tortured death of 4-year old Eric Dean after fifteen ignored reports finally reached the State’s top child protection people (Erin Sullivan Sutton) and is trickling down to the legislators that voted to eliminate what was at the time already weak tracking, reporting, and responding to of child abuse complains by counties.
While this is great news for the 68,000 children that are reported as abused in MN each year, it will not restore the millions of dollars that have been cut from County budgets for child protection services that would allow counties to:
Provide the public access to a transparent record keeping and tracking that will allow transparency that the rest of us might monitor how reports of abuse are responded to across the state,
Create consistent standards for screening in cases from county to county (today, four MN counties screen out 90% of child abuse reports)
Fix the damage done already to the thousands of MN children that have been screened out and are living in horrific circumstances,
It is left to be seen if the legislative turnaround will impact the 29% of abused children in the system that today are sent back to abusive homes,
Or our state ranking as 47th in the U.S. on the amount it spends on children in child protection,
Or that 80% of Minnesota’s abused children are abused again while under court supervision,

The number of Minnesota foster children removed from their homes after being reunited with their parents, known as the “re-entry rate,” has increased in recent years and is now nearly three times the federal standard. Thomas Stone is trying to find stability after more than a decade of turmoil in Minnesota’s child foster care system. He was returned to his abusive father a half-dozen times.
We need Congressional Oversight Hearings to review the enormous waste of federal funds that are often used to help dangerous abusers gain custody. We agree the hearings should consider the fraud, corruption and ignorance that waste large sums of money and bankrupt so many litigants. Most important we need oversight about the failure of the courts to protect our most important asset—OUR CHILDREN

Sexual abuse is likely the most horrific crime a young child can endure.
Almost 10% of children today are exposed to sexual abuse; from rape, incest, pornography, touching, fondling or sodomy.
According to the Childhelp organization, the most common ages that child sexual abuse acts are committed are ages 7 to 13.
Within child protection systems, these percentages are much higher and the children’s ages are lower when the abuse begins.
As a CASA guardian ad-Litem in Hennepin County, about half of the fifty children in my caseload were sexually abused. After almost 20 years as a County volunteer in child protection, I think it is the most under-reported crime in our nation.
Six million children are reported to child protection agencies in the U.S. each year. About 10% of them receive services. The other 90% are left to fend for themselves.

Mr. Brooks, please continue your research & writing on this issue because no other big time news people are & this is why our prisons are full, schools are troubled, & so many communities are becoming unlivable (Flint Michigan no longer has a police presence after 5pm – and they really need one).
Children traumatized by violence and neglect have serious developmental disabilities that don’t go away with age. 80% of youth aging out of foster care are leading dysfunctional lives.
Adding to the 3 million children reported to child protection in America each year, are the 3.5 million children on stimulant and anti-psychotic medications. Recent studies indicate that almost half of U.S. youth have mental health issues. About 2/3s of the youth in juvenile justice are diagnosed with mental health problems; half of them have multiple, serious diagnosis.
“Defining our institutions by what they actually create instead of what they were designed to create”* would be the first step in making the changes necessary to fix our poorly understood and vastly under-resourced system.
