The focus on child deaths at the hands of caregivers while in CPS paints the picture of how terrible and serious child abuse is. Safe Passage research has proved that half the children killed by their caregivers are babies and toddlers. Young children suffering terrible abuse and trauma don’t even know that what is happening to them is wrong. If they did know, who would a very young child tell and what would they say?
There is an underappreciated reality that Child Protective Services is the only safe haven for children living with rape, violence and neglect as they are too young to defend themselves.
