Safe Passage For Children of MN has pointed out today that obvious child protection steps in our state are not being followed and might need legislation to be accomplished. Yes to protecting children and making these changes. Far too many children spend far too many months/years being repeatedly traumatized because our system allows risky practices.

What’s it like to be an abused child in Minnesota? The stories and articles below shine a light on the sadness and traumas faced by five year-olds, infants and other helpless children in our state. These stories are only a tiny percentage of the pain suffered by at risk children in our state. The vast majority of violence against children is unknown outside the family. Share this widely and consider supporting a child friendly legislator or service providing organization with your time or dollars. Be a voice for abused and neglected children (they can’t call their state representative to ask for help – they need us to do it for them).

The Problem With Accommodating Hate (& hateful people)

Wanting to get along is a blessing and a curse.

Most of us lean towards accommodation and away from conflict.

We avoid conflict and accept behaviors & beliefs in others that stretch us to our limits. Caring friends may argue or give guidance to hateful people but once the poison of hatred and bigotry has been ingested, tepid arguments and kind suggestions just don’t work.

The failure of a “reasoning” strategy becomes evident when hundreds or thousands of hateful mean spirited racist people gather to spread their vile and pernicious message in the public square. Poisoning the people that talk to and the people they hate, great fear is spread and great harm is done.

Can you imagine what it was like for the five year-olds on the buses carrying only women and children from Central America when they were attacked by hate groups in Arizona and California screaming obscenities and “send them back”?

What will the six year-olds of Charlottesville learn in their first year of schooling about the screaming haters that filled their streets and televisions with maniacal hate mongering?

Mental Health Service Calls Police & Health Care (thank you Minnetonka Officer Scott Marks & HCMC)

All service providers are struggling to meet the increased volume and severity of mental health related cases they are forced to deal with every day.

In Minnetonka the crisis and mental health calls are on track to reach 377 this year (from 120 in 2005).

Community Engagement Police Officer Scott Marks of Minnetonka MN has just received a national “Why We Serve” contest for his proposed “Aftercare Program” training of officers to visit patients that have been sent to the hospital and help them find resources after they are released.

Programs like Officer Mark’s will make our communities safer and more livable. As a long time volunteer CASA guardian ad Litem, I have watched far too many traumatized teen and preteen children behaving badly and treated like criminals when what they need is the aftercare this police officer is working to make happen.

Share this with your networks and send it to your local police department with a donation you can afford and a request that the money is used for a program like Officer Scott Marks is building.

When the court is making decisions that will affect a child’s future, the child needs and deserves a spokesperson — an objective adult to provide independent information about the best interests of the child. While other parties in the case are concerned about the child, the Guardian ad Litem is the only person in the case whose sole concern is the best interests of the child and he or she is assigned as an advocate for the child for the duration of the court process.

This is unlike any other volunteer experience. The impact you can have on a child’s life is tremendous. Currently, there are approximately 375 children in Hennepin County, alone, waiting for a GAL, waiting for their spokesperson, their advocate. Thank you for thinking of the abused and neglected children in our community!

High Hopes For Hennepin County’s New Child Protection Model (keeping up with reports of abuse)

Today’s heartening Star Tribune article gave me hope that I’ve not had in decades for the saving of abused and neglected children from extended traumas and ruined lives.

“No longer will a child need to endure maltreatment before they get social services in Minnesota’s most populous county, an unprecedented step in the state”.

Thank you Task Force on Child Protection, Safe Passage For Children, Governor Dayton and all the legislators and supporters standing for the weakest and most vulnerable children in our community.

Additional funding for staff, reduced caseloads, responding to child abuse reports at all hours (including weekends) and focusing on the child’s well-being instead of the crisis mode required after traumatic abuse has been endured (usually for years) will make a huge difference in the lives of these kids.

By making services available to struggling families and insuring that very young children reported as abused receive face-to-face assessments and the help they need, we will be interrupting patterns of behavior that can ruin a child’s life forever and making their lives safer and happier.

The ACE’s (Adverse Child Experience) medical studies have proven the negative mental health outcomes of childhood trauma.

Children Paying For Daycare

When I began as a volunteer CASA guardian ad Litem, there were 34 Minnesota families on a waiting list for subsidized daycare. Today there are over 7000. Our prior Governor shifted those dollars into the general fund claiming that subsidized daycare had no value. Why even apply? Your child will be in high school by the time a space opens up.

Today’s Star Tribune hits on two of the most common realities in communities without adequate childcare;

Infants murdered by babysitting drunk boyfriends because working mom could not find affordable daycare (institutional daycare in MN is $14,000 a year). People earning minimum wages don’t take home that much annually. The number of children beaten, raped and murdered by drunk uncles hard to believe (read it here).
The commonality of women forced to leave the workforce because they cannot afford decent daycare hurts poor families, the economy and is a terrific injustice to women everywhere.

Reviewing the Child Abuse and Protection report on Canada written by KARA’s volunteer Macalaster College student (Lelde), I am struck by a few key facts:

* Close to one third of Canadian teen agers reported some kind of abuse or neglect,

* Children know their abusers in eight out of ten cases,

* Canada experiences 2200/100,000 investigations of child abuse (about half the U.S. statistic 4500/100,000),

Safe Passage for Children really nails it in this short paragraph (below) about how legislators just don’t know what child friendly programs do or how they work. It’s also true that it’s been proven by very conservative people that investing in children is the most effective investment of tax dollars a society can make.

It hurts me that we routinely deny other people’s children daycare, mental health services, food, insurance, early & high quality education and the things children in most other developed nations get lots of. There appears to be little concern about the long term effects or the cost to our community (tax base, jails, school quality, public health and public safety) of allowing at risk youth to pass through childhood without the basic well-being attributes required to cope with life and lead a normal existence. All Adults Are The Protectors of All Children.

The legislature is back in session after their break. That means we are back to work on advocacy. And thank you for all the contacts you have already made. Time for more.

You may have heard that the conference committee was formed and the conferees were named. Here is what that means. The house education committee has passed their bill. The senate education committee has passed their bill. Some elements in the bills are similar. Some are not. Five senators, and five representatives (the conferees) have been chosen to meet and work out the differences. Then, it will be re-passed in the House and Senate and ready to go to the governor.

Sad as it may be, lawsuits might be the most effective tool available for abused and neglected children to get the services they need from the state. Today’s message from Safe Passage for children of Minnesota about the AFSCME union lawsuit (below) is one of several game changing service provider suits that I have witnessed. The recent suit threatened by MN sheriffs worked to the advantage of at risk youth as it opened up the conversation around the lack of mental health services in this state (and most other states). The AFSCME suit points out how unfair it is to load up case after case on workers doing an almost impossible job and them blaming them when things go badly for a child (it always seems to be the social workers fault when a terrible child story hits the paper.

Legislators have all they can do to answer the people they have yelling at them (business interests, sports fans and transportation enthusiasts among them)

Abused children don’t have a say in the matter and things continue to degrade in in their young lives until some adult somewhere does something. Sue the pants off of em (my grandmother used to say and now I see why.

MN has recently forcibly closed foster group homes in St Cloud and Buhl and housed state ward children in hospital rooms because there was no place else to put them.

How would it make you feel as a traumatized six year old to live in a hospital room because our community just does not have the money or concern to find you a home?

Not normal, not loved or of any value at all.

Early intervention is vital – not only in ensuring that fewer and fewer children grow up in abusive or neglectful homes, but also to help as many children as possible reach their full potential.

The Audit Commission has estimated that, if effective early intervention had been provided for just one in ten of those young people sentenced to custody each year, public services alone could have saved over £100 million annually.

Being A Mandated Reporter (and what it means)

As a longtime volunteer, CASA guardian ad litem and writer/reporter on child abuse I know how voiceless children are. Think about it, they don’t even know that what is happening to them is wrong.

I also know how common child sexual abuse is and how sex abuse traumas destroy childhoods and lasts forever. It is the most tragic and under-reported crime in America.

Yesterday I sat through a terrific class on self-defense developed for children about escaping from sexual predators.

The instructor presented powerful information that will save pain and violence for kids in the class before and even after they enter adulthood.

About half of all women experience sexual violence in their life and about one fifth of men.

As a CASA guardian ad litem I helped to remove fifty children from toxic homes where half of them had been sexually abused.

One two-year-old, several four-year old’s and the rest under ten – and most of them suffered daily for years before child protection became involved. I have witnessed again and again the long term effects of child sex abuse traumas.

I was crushed at the end of the presentation when the instructor flat out stated that she very deliberately allowed no opportunity for a child in her class to describe sexual violence already experienced because “I am a mandated reporter and you know what that means”.

How few opportunities a child has to tell someone and how likely the abuse is going to continue until they do tell someone that can help them.

What’s a five-year old to do?

Let’s not put ourselves out or get some of this on us is a big part of the problem.

If you live and Minnesota and are willing to make time for one trip a year to the Capital in St Paul to speak for a child, there is nothing more meaningful that you could do for at risk children than volunteer with Safe Passage for Children of Minnesota. The appointment with your state legislator/s is arranged by Safe Passage for Children and you are provided a brief outline of the key issues facing abused children for you to share with your legislator.

Meeting time is seldom over 15 minutes but that will be enough time for you to show commitment to children and share the most critical information available with someone who can make a difference in the lives of the children you are advocating for.

Your state legislators actually do listen to you and they care what you have to say. Without your 15 minutes of child advocacy, legislators have little insights into the issues facing abused and neglected children. After all, children have no voice in the homes they are raised in, the media or government (they can’t vote).

Does Minnesota (your state here) want to know how its thousands of foster children are doing in school? Is there information available for people that care and want to see abused and neglected children at least get a chance to graduate from high school and lead a normal life?

The lack of transparency surrounding child abuse, child protection, foster care, drugging of very young children (Prozac, Ritalin, Zoloft…) indicates that while we talk big about valuing children in our community, we don’t care enough to want to know what their needs are.

If we knew that 80% of youth aging out of foster care were leading dysfunctional lives (last study of ten years ago), that 48% of state ward children are being forced to take psychotropic medications (true in Florida today) or that 4 MN counties screened out 90% of child abuse calls (true at the time of 4 year old Eric Dean’s murder by his step mother), then some concerned citizen, politician or administrator somewhere might be outraged enough to lobby for change.

Until information by our institutions becomes public, the problem simply does not exist and no one appears to care enough to see these awful things change.

Cudos to Minnesota for turning the child endangerment model into a genuine child protection model. It’s a great first step.
