The tortured death of 4 year old Eric Dean in 2013 prompted the first in depth reporting on parental child murder I can remember. CASAMN gave the reporter (Brandon Stahl) an award and had him speak at our annual conference.

At that time, several children in my caseload had been almost murdered by their caregivers.

A number of my caseload kids (4,5, and 6 year old children) had suffered years of unspeakable sexual abuse and other violence. Their stories never made the paper.

KARA Update & 2015 Children & Youth Issues Briefing Friday January 23rd

Friday was spent at the annual Children and Youth Issues Briefing conference in St Paul. I reconnected with board members from CASAMN, Greg Brolsma, Police Chief from Fairmont MN with great insights about how the issues of abuse and neglect impact the larger community, and Rich Gehrman from Safe Passage For Children MN.

My biggest take away from the many speakers today was this statement by Becky Roloff CEO of the YWCA in Minneapolis (paraphrased) because a child’s future ability to cope in school and in life is almost completely formed by five, I’ve changed my definition of a generation. It’s not 20 years, it’s five. Every five years, another generation of children able to cope or not cope in school, with peers, and in life enters our community.

Becky’s larger point being, either we throw ourselves into crisis nurseries, early childhood programs, and affordable quality daycare, or we will continue to create new generations of troubled five year olds headed for failure and lifetimes of special needs and dysfunctional lifestyles.

Emerging Policy Initiatives, Youth Perspectives, MN Children’s Cabinet, Governor’s address, and Legislative leaders delivered multiple perspectives about children’s issues. When the video of the event is posted I will put it up on KARA’s website.

2 other thoughts that will stick with me from this meeting are;

1) the short sighted and repeated reference to affordability with little reference to the extraordinary cost of not valuing children enough to insure basic health and skills,

&

2) Governor Dayton’s remarks about how infighting among service providers could damage his efforts to provide funding for badly needed programs (which certainly would not serve the children we were there to talk about).

The cost of children not able to achieve the coping skills needed to succeed in school, with peers, and in life, are exponentially higher than providing subsidized daycare, crisis nurseries, and early childhood programs.

Without help, the traumas of abuse and neglect last a lifetime and cost a fortune over that person’s lifetime. Art Rolnick’s work at the Federal Reserve proving a 17 dollar return on each dollar invested in early childhood programs for the average child pales in comparison to the dollar invested in the at risk child. A single child in my caseload cost the county (and County) in excess of two million dollars) that could have been a fraction of that cost if addressed adequately (and he is still a young man with a long, expensive, dysfunctional life in front of him).

What if everyone agreed to get behind some of the same best practices for children? It would improve chances of state funding, be easier to track outcomes, and create economies of scale.

This may be possible. Safe Passage research indicates common interest in some of the same programs across child welfare, early childhood development, and children’s mental health. These approaches have a solid track record and strong research base, including Triple P (Positive Parenting Program), Parent Child Interaction Therapy, and Cognitive Behavioral Therapy.

My stepfather was gay and had served in the military in the 1940’s. He experienced no kindness and very little acceptance for his sexuality during his time on this planet.

As a volunteer CASA guardian ad-Litem, I have come to know a good many GLBT youth and identify with the exclusion and cruelty they face on an all too regular basis.

This report from the Center for Disease Control delivers a clear picture of the extent to which GLBT issues are overwhelming millions of children in our nation today.

Not being accepted by society is it’s own kind of perpetual torture and a whole lot of innocent children suffer to the point that they want to die. San Francisco is a relatively progressive community. If it is this bad there, what’s it like in Texas, or Alabama?

American Exceptionalism; Child Daycare

This extensive article from the New Republic clearly defines the nightmare that is child daycare for so many American children and infants. Not only is this unregulated field filled with underpaid, under-trained service providers, but poor people (about half of U.S. families) can’t afford or can barely afford any day care for their children.

A good percentage of America’s 8.2 million children under five spend part of their week in care outside the home.

America’s weakest and most vulnerable citizens are too often left in the care of drunk uncles and worse because low wage parent just don’t earn enough to pay for daycare.

The only time we read about the pain cause by inadequate daycare is when a baby chokes to death on a condom or has its brains dashed out on a wall.

Subsidized day care not only creates a safe place for the child, but a smarter citizen, and a happier and more productive family living in a better community.

It a terrific affair & a good time was had by all (especially me).

Our guitarist Mark play excellent soft guitar sounds, the donors of valuable things were just remarkable in their big-heartedness, and a whole bunch of happy and fun loving people showed up to taste the wine & treats, share information and stories, and help fund our organization through their attendance and support of the silent auction (a very big winner).

Pounding On Children (the beatings continue)

Because Americans demand that almost every kind of pistol & deadly assault weapon be made available with almost no family or background check, in any quantity, and thousands of rounds of unaccountable ammunition, pretty much guarantees that children will kill themselves and be killed by others as a statistical absolute of the growing carnage that defines our nation.

At the same time, Americans turn their back on more and more poor children every year (we now have the highest child poverty rate in the industrialized world) with inadequate housing, day care, crisis nurseries, nutrition, health care, and especially, mental health care.

Three trillion dollars in the projected next 3 year base cost of war & military in this nation (59 cents out of every tax dollar) should make America the safest nation in the world. It does not.

A Law Late In Coming, Not Enough, But Glad It’s Here (Thank You Governor Mark Dayton)

In my experience, in the cases above for example, none of the people in the child protection system recommended bringing charges against the perpetrators because the damaged very young children would have had to testify in these trials (and children make terrible witnesses as they are easily confused and their testimonies are almost always useless).

As the guardian ad-Litem on these cases, I was told by the judges & my superiors that my choice was to remove the children from the home (and away from the perpetrator) with good odds of winning the long term safety of the children, or to go to battle with a 5 or 7 year old as my witness against a legal system stacked against the child.

My second guardian ad-Litem case was a 7 year old boy (Andy) taken from his crack using mom at birth (she had spent 90% of her life institutionalized). He was raised by a loving foster family to the age of four & then the judge returned him to his father – even though the father had a court order to stay away from young boys because of what he did to them.

Andy was covered in bruises when he became my guardian ad-Litem case in 1996. He had been tied to a bed, sexually abused, beaten, and starved for four years.

What’s it like to be four years old, beat up, left alone in an apartment for days at a time, no food, & no place to turn for help . My young friend developed many troublesome behaviors, received no consistent mental health therapy and way too many psychotropic meds.

He once asked me as we play miniature golf, “when will I be normal”?

A few years later he asked me to support him in his request of the County for a sex change operation. Guardian ad-Litem training did not prepare me for these questions. We still talk, 16 years later; he has AIDS now & has not lived a happy life.
