Indiana Sued For Making Child Protection Almost Impossible

A few years ago, Vice Presidential candidate and Indiana Governor Mitch Daniels eliminated funding across the board for Indiana families adopting special needs children (after 500 adoptions by families promised these dollars for transportation, healthcare & education of their adopted children, were completed).

Indiana then became the only state in the nation to place families adopting special needs children on a wait list rather than paying subsidies.

efforts of a governor currying political favor at the cost of poor young lives.
Mitch Daniels needs to be identified for his personal policies ruining young lives; these policies are at the same time costing the state more money than useful and promising policies would.
By eliminating funds guaranteed to families adopting special needs children, he put the state in the precarious position of defending lawsuits and made the adopting of special needs children a giant problem in the years to come (who will adopt Indiana’s special needs children next year?)

Does Legislature have the will to fix CPS this time?

At long last – or again, that is — we have an answer to why Ariana and Tyler Payne had to die, and Jacob Gibson and Schala Vera and 20-month-old Liana Sandoval, whose battered body was found wired to a rock at the bottom of a canal in 2001, one day after Child Protective Services found no evidence of abuse.

At long last – or again, that is – we know why Annie Carimbocas had to die, and Haley Gray and Vanessa Martinez and 3-year-old Angelene Plummer, who was beaten, burned, raped and murdered in 2005 after CPS declared eight times that she was safe.

At long last – or again that is – we know why Janie Buelna left us in 2011, her body scarred, her teeth broken, her leg ravaged by an untreated burn when a simple phone call by CPS might have saved her.

And 22-month-old Za’Naya Flores, who starved to death in 2012 while a CPS caseworker wrote monthly reports on her progress.

At long last – or again that is – we know what the heck is going on in Child Protective Services. And we know how to fix it.

The question is: will we?

Institutional Argle Bargle – Paperwork vs Meaningful Relationships

As a volunteer guardian ad-Litem, the program forbade me from driving a child to a burger joint for a hamburger or taking a kid horseback riding (insurance reasons). I call it the ten foot pole rule. It makes abused children feel even more unwanted.

Children in child protection come to know that meaningful relationships with this person or that provider are rare and if they happen, they quickly disappear.

As social workers, educators, health workers & other service providers slide in and out of a child’s life and the continued changing of key relationships becomes accepted and predictable, the child learns that they are just a small mechanical piece within a giant unstoppable system*.

Child protection is a State function and state ward circumstances demand “special” treatment that serves a seemingly larger purpose outside of the child.

Through the eyes of that child, the critical parent – adult relationship has been shattered and replaced with 40 new service providers.

Add to that the now accepted overuse of psychotropic medications and often harsh treatment by law enforcement and other authority figures (behavior problems are endemic to traumatized children). Does anyone care if you have suffered rape as a five year old or other horrible traumas or that you are now in your 13th foster home with behaviors that accurately reflect your childhood.

Add to that law enforcement violence against mentally troubled citizens of all ages is on the rise. Expecting law enforcement to manage our societies mental health problems may be an answer – is this reasonable or even possible?

An increasingly popular bumper sticker reads, “Guns Don’t Kill People — RELIGION Kills People!” In light of recent events I would add religion kills young people: gay, lesbian, bisexual, and transgender young people.

Perhaps not directly, though.

And religion is certainly not the only source of anti-gay sentiment in the culture. But it’s hard to deny that religious voices denouncing LGBT people contribute to the atmosphere in which violence against LGBT people and bullying of LGBT youth can flourish.
