All Adults Are The Protectors of All Children
Wow and thank you Hennepin, Ramsey and Dakota County Sheriffs. Sheriff Rich Stanek’s “we must make investments in early childhood education for Minnesota kids now to avoid paying far more for the cost of crime in the decades to come” took genuine political courage (thank you from Kids At Risk Action Sheriff).
In the Star Tribune article today I found it ironic that full implementation of the Governor’s Universal Pre School would cost almost as much as we spend on prisons in MN each year (the Sheriff is arguing that we will have fewer people to put in those prisons if we support Pre K education for children).

CA: Former foster youths graduate with help of Journey House

When youth grow too old for the foster care system, they often go into “survival mode” seeking shelter and food, Journey House Executive Director Tim Mayworm said. Many end up on the street. “Most foster youth never even think they can go to college, let alone graduate,” Mayworm said.

Preschool is having its moment, as a favored cause for politicians and interest groups who ordinarily have trouble agreeing on the time of day. President Obama devoted part of his State of the Union address to it, while the deeply red states of Oklahoma and Georgia are being hailed as national models of preschool access and quality, with other states and cities also forging ahead on their own.
With a growing body of research pointing to the importance of early child development and its effect on later academic and social progress, enrollment in state-funded preschool has more than doubled since 2002, to about 30 percent of all 4-year-olds nationwide. In just the past year, Alabama, Michigan, Minnesota, Montana and the city of San Antonio have enacted new or expanded programs, while in dozens of other places, mayors, governors and legislators are making a serious push for preschool.
New documents obtained by KCAL9 detail previous allegation of abuse in the case of a now- deceased 8-year-old Palmdale boy who investigators say was tortured and beaten to death. Gabrieal Frenandez suffered a skull fracture, several broken ribs and severe burn marks over various spots of his body before he was hospitalized last month, according to the La County Sheriff’s Department. He died from injuries may 24. The mother confessed that she had been abusing the boy from time to time. His mother Pearl Fernandez and her boyfriend Isauro Aguirre have been charged for murder.
The Republican governor last week defended O’Day’s leadership, even after the agency told a federal judge it couldn’t say with any certainty how many children died while in its custody.
The department previously reported the deaths of 151 children in their custody between January of 2009 and July of 2012 but retracted that number after a third party reported that number to be less than exact.
They now say they are not sure how many have died.
According to the Tennessean in the first six month of 2012 there were 31 deaths among children, ranging from newborns to teenagers.

The mother of a 15 month old boy has commented that the court, judges, and police failed to help her son when his death could have so easily been prevented. The father of the boy, despite being under investigation for abuse, was granted unsupervised visits by a judge. Shortly thereafter, he killed the child.

I repeat Pliny’s quote often because I believe it clearly articulates how almost every problem our nation has ties directly to his point; “What we do to our children, they will do to society”, Pliny the Elder, 2500 years ago.
The rest of the industrialized world has recognized the value of healthy citizens. Maybe because the second world war left Europe with such horrific death and ruins, those nations rebuilt their societies with the understanding that poverty stricken crazy people are something to avoid, not produce.
Since then, I have witnessed very young children (under 7) try to kill themselves and seen others exhibit terrifying behaviors (starting fires, stabbing, etc) that I know to be a direct result of the abuse they have suffered.
A few of these children I have been in contact with for over ten years and I know that not a day goes by without them reliving the unspeakable acts that have made them who they are.
This severely disabled child was turned away from the Lake City Medical Center after being alerted by social workers of his urgent need of medical care;he was sent home with a note (where he had just come from).

There is a real lack of data and transparency in CPS which makes it hard to know outcomes short of child death.
72% of of the 88 child maltreatment deaths studied (complete study below) were known to CPS. We do know that there were many reports of life changing violence, neglect and abuse but few follow ups.
Conditions in Child Protective Services (CPS), foster care or in the lives these children live are unknown to most of us.
When the community doesn’t perceive a serious problem it will ignore it and the problem festers. This is why many city dwellers are afraid to ride the bus, prisons are full, and schools are struggling.
Youth are two to three time more likely to confess to crimes they did not commit than adults.
Police interrogations using fabricated statements are most likely why. Kids are more intimidated by law enforcement than adults and they break down faster.
There’s just no upside in sending youth to jail. Incarcerating them for crimes they did not commit is a sign of a dysfunctional system. A system that creates what it was designed to stop.
Most major U.S. cities experienced a huge increase in carjackings in the last two years. Many are violent – all are traumatizing. The majority are committed by juveniles – some of them under 14 years old. Repeat offenders are common. From the perspective of at risk youth and policing…
The violence, excitement and control for disaffected youth makes this an easy and low punishment crime. Courts have been lenient on most of the crimes committed by youth.

The cost to society in taxes, public health, education and safety is astronomical and the people policing, teaching and caring for these children are stuck in centuries old punishment models that guarantee failure, perpetual pain and broken communities.
37% of children overall and 44% of Black children are reported to child protection services in America by the time they turn 18. (American Journal of Public Health 1.17)
The majority of violent and serious crime has always been committed by juveniles. Most juvenile offenders have come through Child Protective Services (MN Supreme Court Chief Justice KATHLEEN BLATZ “the difference between that poor child and a felon is about 8 years).

How are the children living in foster care doing in your state?
A recent MN Governor ended subsidized daycare in the state – the waiting list went from 34 families to 7000.
At the time, two percent of MN children were enrolled in high quality early childhood education programs- the national average was 25% and MN had the lowest rate among the 38 states that offer the programs.
Cutting the pie smaller for children is destructive, leads to failing students and schools, troubled communities, and the highest crime rates in the industrialized world.
Chicago, New York, Philadelphia, New Orleans and other major U.S. cities experienced over 600% more carjackings in the last two years.
These are the reported cases. Many car jackings were violent – most of them committed by juveniles.

A class action lawsuit has been filed, on behalf of anonymous plaintiffs, who are described as guardians of children that have been killed or maimed in tunnel or wall collapses in cobalt mines. Cobalt is one of the main parts of lithium ion batteries, batteries which are used in rechargeable electronic gadgets. Young children are often used in the mining of cobalt for their cheap and unregulated labour. It is claimed that the named companies are knowingly benefitting and aiding and abetting the use of child labour to mine cobalt.
