In the 1950’s I remember the public outrage when TV and newspapers uncovered senior citizens eating dog food out of cans and living under bridges. It was a a warm hearted, hot blooded citizen outcry that supported more social security for the aged, more health care, and more safety. Because of that outcry, politicians saw to it that support at many levels was increased to seniors.

* a mentoring program; pairing an adult over 55 years of age with each youth between ages 9 and 13. The mentor spends at least two hours per week with the child doing recreational activities, providing tutoring, counseling, and assistance with community service (Across Ages, 2010).
* each youth spends one to two hours every week performing community service.
* social competence training; 26 weekly lessons that teach cognitive and behavioral approaches to dealing with problems and decisions. In particular, these skills are applied to the prevention of substance abuse and high-risk sexual behavior.
* involvement in family activities; Across Ages hosts monthly events that engage the youth, their families, and their mentors to strengthen the relationships between the children and the adults in their lives (Across Ages, 2010).

ACE research shows a strong historical pattern of criminality in families of child delinquents. Using Cohen’s estimates, we calculate the multi-generational “multiplier effect” to be between $3.4 and $11.5 million. In these families, criminality is likely to grow exponentially.

DetailsAccording To The Numbers, Child Abuse In MN; Safe Passage For Children
The OLA report did confirm that Minnesota screens in only about 32% of reports of maltreatment compared to 62% for other states. We have a correspondingly lower rate for determining whether abuse or neglect did in fact occur. Does Minnesota simply do a better job of screening and investigating, or are we leaving too many abused children in harm’s way?
At the next step in the process, 70% of families screened in statewide are now diverted to a voluntary program called Family Assessment. In Hennepin County a Citizen’s Review Panel found that 75% of these families are not even offered services, and only 17% end up receiving them. So even when children finally get the attention of a child protection worker, they seldom get services. Is this how it works in all counties? We don’t know, because local agencies do not capture consistent information on what happens in Family Assessment cases.

It causes me great pain to see my guardian ad-Litem kids handled like mad animals (tasered, confined, beat up by under-trained staff in under-resourced detention centers)
