Without court appointed CASA volunteers, America’s abused and neglected children have no voice in the homes they are raised in or the homes they live in foster care.
States like Virginia are now forcing children back into homes where they have been sexually abused, or otherwise tortured.
The World Health Organization defines torture as “extended exposure to violence and deprivation”.
Every child in my CASA guardian ad-Litem caseload had been tortured (many of them at two and four years old. Beaten, tied to a bed, sexually abused, left alone without food for days at a time, and one 7 year old had been prostituted. Every child deserves a safe home and a voice in our community.
Six million children are reported to child protection services in America each year. Only a fraction of them receive help from their community. Current and former CASA guardian ad-Litems can have a major impact on building awareness and protecting our youngest and most vulnerable citizens.
State Falls Behind In Abuse Inquiries (today’s Star Trib headlines)
The sentence seems harmless unless you are a five year old child tied to a bed, left alone for days without food, beaten and sodomized, prostituted as a 7 year old, or left alone in a crib for days without food or contact.
These were my first experience with child abuse as a volunteer Hennepin County guardian ad-Litem.
The backlog of 724 cases (double what it was 18 months ago) means that children will wait for their sexual abuse, beatings, and neglect to be investigated.
Every day between six to eight million children take psychotropic medications – about 10% of all U.S. children.
This compares to 1.2% in Israel, 1.4% in Germany, and .3% in the UK. My concern is mostly the giant percentage of foster care children being forced to take these drugs. The side effects are real and there is little meaningful mental health therapy to coincide with the taking of these drugs. I would argue, that we use these drugs in place of therapy which leads to medicated kids never learning how to cope with their mental health issues (which is why we have so many preteen moms, adolescent felons, and unsafe neighborhoods).
Support youth reentry – An estimated 100,000 people under the age of 18 have left secure facilities only to turn around and reenter the system. The report says, “Youth are often discharged from care back to families struggling with domestic violence, drug and alcohol abuse, and unresolved mental health disabilities.” Also highlighted is the issue of public safety being compromised when the released youth is not afforded necessary planning and supportive services.

*More than five children die every day as a result of child abuse.
Approximately 80% of children that die from abuse are under the age of 4.
It is estimated that between 50-60% of child fatalities due to maltreatment are not recorded as such on death certificates.
he stun gunning, choking, obscene language, and over the top violence by police to kids at the Illinois emergency youth center shows just how deplorable America’s policies for At Risk Children are.
Well meaning, often under trained and under resourced youth center staff call on police to help with uncontrollable youth. Under trained police respond with a level of violence appropriate during a prison riot. Note (below) Sheriff Mulch’s attitude towards dealing with children at the youth center. Perhaps he shouldn’t.

The literature shows that patients with psychiatric illness die up to 25 years sooner than patients without psychiatric illness,” explains program co-founder Dr. Mark Linzer. “While there are multiple causes for this mortality gap, the HCMC Program in Medical Psychiatry is designed to address many of these issues for both inpatients and outpatients with medical and psychiatric illnesses.”

Just yesterday a tea party fellow I know (RW) was telling me about the wisdom in former MN Governor Tim Pawlenty’s words, “children that are victims of failed personal responsibility are not my problem, nor are they the problem of the state of Minnesota”. Solid Christians both of them, so they must be right. Although I’m still having trouble finding the religion that abandons children.

It hurts me to see the NRA making public policy & politicians blaming teachers for failed schools while they (those same policy making people) are ignoring the screaming need for early childhood programs that could stem the poverty and mental health tsunami that has attacked our inner cities (Detroit, Flint, Houston, Compton, Baltimore…giant swaths of a new and dangerous America )

The ideas, thoughts and dreams for The Surviving Spirit
The Surviving Spirit had its origins a long time ago in the mid-nineties. As a musician I had many unique opportunities to perform in different venues that would have a fair amount of folks in attendance who were dealing with the concerns of trauma, abuse, or mental health [mental illness]. These performances took place in peer support centers, psychiatric hospitals, day treatment centers, conferences, workshops, outdoor events, festivals, fairs, rallies, fundraising events and so much more. I was always blown away by the amount of people who not only shared parts of their difficult lives with me, but who also had these incredible gifts and creative talents — whether as an artist, musician, author, crafts person, photographer, author, writer, sculptor, poet, etc. Their listing of talents covers all styles and genres. Many others would also contact me through my website and send me information on their respective creative abilities.
Friday’s horrific national tragedy — the murder of 20 children and six adults at Sandy Hook Elementary School in Newtown, Connecticut — has ignited a new discussion on violence in America. In kitchens and coffee shops across the country, we tearfully debate the many faces of violence in America: gun culture, media violence, lack of mental health services, overt and covert wars abroad, religion, politics and the way we raise our children. Liza Long, a writer based in Boise, says it’s easy to talk about guns. But it’s time to talk about mental illness.
While every family’s story of mental illness is different, and we may never know the whole of the Lanza’s story, tales like this one need to be heard — and families who live them deserve our help.
The hoped-for goal in all such cases is that parents repair the damage in their lives and get their children back. The hoped-for goal is that the children no longer need a guardian ad litem.
By taking the children on outings, Melchiorre worries that he could give them things that their parents couldn’t match. It also could enforce their perception of Melchiorre as a kind of surrogate grandpa who will be in their lives forever, when their parents may not even want that. He’s not about to hurry them off to Disney World. “It’s a fine line,” he said, “you don’t want to overstep.”
Suzanne Parker, guardian ad litem program director, said she’s gratified to hear that Melchiorre has concerns. “I love it when we have people who really think how their actions affect others,” she said.
She wishes she had more like him. She’s trying to find 400 new volunteers.
Because the State refused to spend the $500 to do a basic background check on his father before assigning dad custody, even though dad had a court order in an adjacent state forbidding him from being around young boys because of what he did to them and even though dad had spent 2/3’s of his adult life in prison, Andy (the child) was taken from a loving foster home to spend 4 years (from 4 to 7 years of age) sexually abused, beaten and starved by his biological father. From 4 to 7 years old, Andy was left alone in an apartment for days at a time without food or drink, tied to a bed.
Bruised from head to toe when dad finally brought him to school (at 7 years old), placed into child protection services and not treated for mental health issues, Andy became a very disturbed young man.
Prozac, Ritalin, & other psychotropic medications, multiple suicide attempts and intermittent months of sporadic & very expensive “suicide watch” therapy (including airplane trips to emergency facilities) & group homes were the State’s underfunded, misguided attempts to manage a terrifically damaged beautiful young boy were too little and too late.
Andy has been a ward of the state now for 16 years & will most likely remain a ward of the state for the rest of his life.
If he lives to 60, he could be a 10 to 20 million dollar burden to the state, without calculating any amount for his violence, the people he hurts, & the damage he does.
It is a very rare child that can walk from traumatic abuse into a classroom and just “be normal”. The biology of trauma means physiological change happens. Before a human being can proceed to the next level of growth, like sitting for 8 hours a day in a classroom & passively soaking in lesson after lesson while interacting normally with other children, adults, and figures of authority, real healing needs to happen.
I have seen very competent extremely committed foster and adoptive parents come unglued when faced with the insanity shown by 5, 7, and 9 year olds who have been tortured. The World Health Organization defines torture as “extended exposure to violence and deprivation”.
All of the 50 children I worked with as a CASA volunteer had “extended exposure to violence and deprivation” (about half of them had been sexually abused, some as young as 2).
Of the children I’ve worked with as a guardian ad-Litem, a high percentage of them have been sexually abused. I have seen the horror of child sex abuse and how 10 or 25 years later, a troubled being still fighting the darkness every day.
Child sex abuse may be the most under-reported crime in America. It could also be the most under-treated horror in America. As a guardian ad-Litem, my first visit to a hospital suicide ward to visit a four year old girl that had been horribly abused was never made public, or when I worked with the seven year old that had been prostituted, or any of the family members that practiced child sex abuse.
Except for suicide, decisions are reversible.
You, like me, can try to do many things in life. We both hope to find things that we love and can be passionate about.
You, like me, will meet many people in our lives with the hope of finding a few good people that can become genuine friends.
Life is not easy, but it can be wonderful at times.
I’ve come to know many children in child protection taking psychotropic medications. The data on children in child protection on these drugs is also overwhelming (and a well kept secret). Four and seven year olds behaving in extremely dangerous ways and trying to kill themselves should be extremely rare in any civil society.
I did not find it rare among the children in my caseload in child protection.
America is way behind other advanced societies in dealing with mental health issues and it is killing poor vulnerable children and way too many veterans.

Dr. Bruce Perry http://www.childtrauma.org/ctamaterials/default.asp gives credible argument that 25% of Americans will be special needs people in few generations if we do not act forcefully to mend our approach to the mental health needs of abused and neglected children.

The economics of abandoning the weakest and most vulnerable among us simply do not work. Making productive citizens by helping children achieve does work.
Eight year old boy shot and killed his father and another man…police have asked that the boy be tried as an adult.

A County Judge has provided me with the psychotropic medical prescriptions of the five and ten year old children that have passed through her courtroom in child protection

After the panel discussion, attendees will form small working groups and helped to identify and investigate their own issues, discovering better answers, and ultimately creating an action plan, which they will share with the larger group.
At that time in Minnesota there were 15 child psychiatrists in the entire state (population about 4 million) and the student to counsellor ratio in MN high schools was 900 to 1.
As a child advocate (long time guardian ad Litem) I strongly feel the need for mental health therapy for those who need it. The children I work with have been severely traumatized and need adequate attention paid to their needs.
People respond to money. Most of us can’t grasp the long-term costs to the community of a child born into a dysfunctional family that never has the opportunity to develop the social skills necessary to lead a healthy life. The ability to learn, play well with others, and live in society is not delivered by the stork.

Unlearning Child Abuse (or go to prison)
There is no safety net for many of the poor neglected and abused children they care for. There is no child psychiatrist for a sexually abused seven-year old, or for the starved and tortured six-year old. Go to school. Get well. Take these pills. We just don’t have a budget for the services you need.
Investing in early childhood programs and mental health services could actually save us money, and certainly make our streets safer, and our communities more pleasant to live in.
It’s not so much about money– Minnesota’s 2001 GDP (gross domestic product) ranks greater than Austria, Saudi Arabia, Poland, Hong Kong, Denmark, and a hundred other nations.
Jeff Weise resembles many of the children in Child Protection I know. A mother that hated him, Psychotropic medications, repeated examples of self-loathing, talk of suicide and homicide. Working with neglected and abused children has shown me a part of human development that I could not have otherwise become familiar with.
Normal children overcome feelings of self-hate and inadequacy with the help of parents, teachers, and other adults in their lives. Abused children can’t trust the adults in their lives. Their own abuse has come from the trusted adults in their lives. These children often resent or hate authority figures as a result of the suffering adults have visited upon them.
I’m certain that community investment in troubled youth is a sound investment. It also strikes me that any nation that values children would find a way to invest in children.
