This had to have been one of the most detailed Childline referrals the county had ever seen, not to mention Sally had a wonderful, dedicated psychiatrist. As the time went by, the treatment team eagerly awaited the results of her abuse referral, as she had won over the hearts of all the hospital staff and we all wanted to see her safe and free from harm.

The referral came back as unfounded.

Due to her intellectual and neurodevelopmental disabilities, she was deemed in-credible.

The miserable politics of rape at the highest level in our government are playing out today. Once more, sexual violence is in the spotlight as America’s second recent Supreme Court nominee (Kavanaugh) is being questioned about horrid behaviors of a sexual nature.

This topic has few friends. It remains under the surface until someone makes a painful accusation and the community accepts or rejects the accuser.

Our attention lately has been on the tens of million and hundreds of million dollar verdicts awarded to victims of church sanctioned child abuse (3 billion to date).

It hurts me to hear discussions of child abuse and neglect in the language of business that fails to convey the horror of the thing that was done.

Tiny defenseless human beings in terrifying circumstances written and talked about as if highways or funding issues are the issue.

Language is critical to a clear picture of what happened.

When we don’t talk openly about a terrible thing it just does not exist (or it’s not terrible or not a problem).

Too much of the time we use words that mask painful things because we are uncomfortable speaking about them. hout food or water.

Every day, Every thought, Every act

Tainted by prior trauma

That part of the mind effortlessly calculating numbers, finding words and laughing at funny things

Is absent in a tortured child*

Instead

The darkness from before

Spits out bad words, regrettable behaviors and violent reactions to unexplainable triggers

And small brain space left for math, trust or coping

For other children

Sitting in the chair at the desk in the classroom

Is a peaceable journey of learning and friend-making

Not so for me

PTSD is a foul meaningless nonword

Raped and traumatized by a monster many times my size deserves a more meaningful definition

And maybe

A bit more understanding from the rest of you

*The World Health Organizations definition of torture is “extended exposure to violence & deprivation”

This is only a sampling of what should be reported – the great majority of child trauma & abuse never gets reported.

American states are struggling to find answers for saving at risk children and reversing the explosive growth of the traumatic impact of child abuse and neglect. Today, many state ward children are the 4th and 5th generation of abused children raising their own families without parenting skills and with serious drug, alcohol and mental health issues

37% of children overall and 57% of Black children are reported to child protection services in America by the time they turn 18. (American Journal of Public Health 1.17)

12 million children a year are reported to child protection services each year and in many states, 1/3 of foster children are required to take psychotropic medicines

How We Punish – And What It Does To Children & Our Community

For many years, we have fed younger and younger people into our Criminal Justice System and gotten the same results over and over again as children graduate into the Criminal Justice System with a recidivism rate that may soon exceed 70% (Juvenile Justice recidivism is not tracked in 11 states and narrowly tracked elsewhere).

Evidence overwhelmingly indicates that abused and neglected children, mostly from families suffering from generation after generation of child abuse, fuel the furnace of the Juvenile Justice System. It has become common to charge 12 and 13 year old children as adults in the Criminal Justice System, some as young as 8 years old. Pennsylvania recently charged a 10 year old as an adult.

3000 children have been sentenced to life imprisonment without the possibility of parole, some as young as 13 (sentenced to die in prison).

Yesterday’s article on tasing 3rd graders & expelling preschoolers at many times the rate of other industrialized nations is snapshot into the dysfunctional elements of our institutional approach to dealing with the mental health issues of children, primarily abused and neglected children, that enter our Juvenile Justice System.

Today, I draw your attention to some of the worst practices within Child Protection Services and the Juvenile Justice System and ask you to reflect on how these practices might re related to the frightening violence and dismal news that pervades our media and daily lives. Social death…

ois Jurgens tortured and killed her three year old adopted son Dennis Jergens over time and in a most brutal fashion. She was the adoptive mother of six children and she tortured them all over long periods of time. She was eventually convicted and sentenced for murder – but not before adopting five other children (after Dennis’s was tortured to death).

Prior to the adoption of Dennis, Lois had been hospitalized three times for mental illness and there were Mayo Clinic psychiatrist records strongly recommending against Lois becoming an adoptive parent because she was a potential paranoid schizophrenic.

She had been turned down by a number of Catholic adoption agencies, but Ramsey County (like many counties) was having trouble finding adoptive homes for abandoned and abused children. Within a year of the adoption, Dennis was admitted to the Ramsey County hospital with burns on his penis and bruises all over his two year old body.

Five years after Dennis’ death, Lois and her husband moved to Kentucky and adopted five more children (states still don’t share information in many cases).

Brandon Stahl has written clearly and accurately about four year old Eric Dean’s short tortured life and the institutional failures that lead to his death. How fifteen reports were made to the under–trained/understaffed/under-resourced county workers ignored all of them.

Eliminating Child Protection Services In Arizona (will its replacement save the children?)

Governor Brewer has eliminated the states Child Protective Services Department and replaced it with a new division. Is this the silver bullet that will provide some safety to the thousands of AZ children living in horrid circumstances that have been ignored for years now? (6000 cases ignored) (10,000 cases beyond the 60 day investigation limit)

Currently, 1000 caseworkers already have caseloads that are 77 percent above the standard. It does not appear that the general public is mostly unconcerned, and not many legislators seem to be pulling for more child friendly programs. For years now Arizona has largely ignored child protection. It will surprise me if this effort makes much difference.

Child Abuse & The Most Powerful Suicide Note Ever

Of the children I’ve worked with as a guardian ad-Litem, a high percentage of them have been sexually abused. I have seen the horror of child sex abuse and how 10 or 25 years later, a troubled being still fighting the darkness every day.

Child sex abuse may be the most under-reported crime in America. It could also be the most under-treated horror in America. As a guardian ad-Litem, my first visit to a hospital suicide ward to visit a four year old girl that had been horribly abused was never made public, or when I worked with the seven year old that had been prostituted, or any of the family members that practiced child sex abuse.

As a long time guardian ad-Litem I’ve encountered too many suicides and suicide attempts that are a direct result of child rape.

I have not read the suicide note written by the seven year old foster child that hung himself in Florida, but I have read the most powerful suicide note ever written by a person raped as a child and it is printed below.
