Gordon Collins-Faunce, a father with PTSD & related psychotropic medications, and a history of physical and sexual abuse growing up in his own foster family, hurled his two-month old son into a chair. Ethan Henderson died three days later. Child Protective services had been alerted but deemed the boy was safe. While it is easy to blame the workers, it solves nothing without attention to the systems, resources and procedures that will prevent the next Ethan Henderson from an abusive family home.

Hennepin County Judge Heidi Schellhas shared her records of very young children taking psychotropic medications that had passed through her courtroom with me in 2005 (for my book, Invisible Children.

It was astounding to see how many six and seven year old children in Hennepin County’s Child Protection system take Prozac and other psychotropic medications. Since the book, I have followed reporting about the medicating of the very young from states and counties around the nation.

Most states that have reported on this topic run between 1/4 and 1/3 of their child protection children on psychotropics and teens in foster homes appear to use these drugs at a higher level. It appears that the use of psychotropic medications by non-foster children occur at less than 20% of the rate as the use of these drugs by foster kids.

Most states don’t track the data and those that do don’t make it easy to find.

Saturday, August 16th KARA concluded the fourth in a series of professionally conducted video interviews being scheduled for our TPT documentary partnership (seven people/about fourteen hours of interview to date).

KARA’s strategy for the program is to blend the perspectives and insights of the children, families, child protection workers, along with other involved professionals by sharing experience within the child protection system to identify what works and what needs to be changed.

We are discovering through this process just how hard people are trying and it is becoming apparent that awareness, discussion, and change are needed.

KARA and TPT’s underlying hope for this project is to identify and discuss the critical issues that need the attention of the public and policy makers to drive changes that will create better outcomes for abused and neglected children.

Coming from years as a CASA guardian ad-Litem, child friendly perspective, I see similarities and a correlation between what in business would be labelled “Worst Practices” or, what is happening to the citizens of Ferguson at the hands of an aggressive judicial/policing approach to justice for the citizens of Missouri, and the way America treats children and juveniles.
25% of American juveniles are tried as adults (often 10 and 12 years old), recidivism rates are now at 70% in our prisons -Black men born in 2001 have a 33% chance of incarceration. Almost half of America’s incarcerated youth serve their terms in privatized prisons. Many laboring for as little as one dollar a day.

Almost 20,000 children have been killed by gunfire since 2010,

Thousands of children in child protection systems are medicated by psychotropic pharmaceuticals like Prozac, Ritalin, and Zoloft instead of being treated through mental health programs that could help them gain the coping skills necessary for leading productive lives.

Six million children are reported abused in this nation each year. About ten percent of them receive services in an overwhelmed child protection system. In most states, only the very worst child abuse cases receive any attention.

Working with abused and neglected children and dysfunctional families is complex and grueling and needs more not less understanding and support.

Blaming social workers when a baby is found in a dumpster is not so different for blaming teachers for failed schools.

Troubled students not only don’t learn, they disrupt and make teaching the rest of the class much more difficult.

This is not so different from blaming law enforcement for the boy in the squad car (admit it, that would be ridiculous – but the analogy works in both prior examples).

Support teachers, support social workers, support justice workers. It is very hard work inside of institutions with very bad governance (and that my friends is our fault).

One out of 28 American children has a parent in jail or prison – 60 percent of inmates are people of color (only 30% of America’s population are people of color). There are twelve time more drug offenders in state prisons than there were in 1980.

25% of American youth are charged in adult courts & many ten or twelve years old children are tried as adults. About ten thousand juveniles are housed in adult prisons and jails every day. 2/3 of those youth suffer from mental health issues and half that number have multiple and serious diagnosis.

Seven of ten of these youth have seen someone killed or severely injured and three of ten have attempted suicide. My first visit to a CASA guardian ad-Litem four year old was at the suicide ward of Fairview hospital in Minneapolis. The thoughts of killing yourself start young in at risk youth. Jeff Weise had been talking and writing about it before he killed his grandfather and fourteen others before killing himself.

And we wonder where the violence on our streets and in our schools comes from.

Black men born in 2001 have a 33% chance of incarceration and black youth are five times more likely to be arrested than white youth.

2/3 of America’s prisoners recycle within 3 years of being released Our recidivism rates are soon to exceed 70%.

Great News For Colorado’s At Risk Children (child abuse data is now public – people will become aware)

DENVER (AP) – Colorado has created a website that provides the public with child-protection and child-abuse information for each county, the latest in a series of reforms that follow a number of child deaths in the state.

According to reports, 202 children died of abuse or neglect between 2007 and 2013 in Colorado. Among those, 75 had parents or caregivers who were known to the child-welfare system before the child’s death.

“At the end of the day, the goal is to be transparent with the public and to keep our families safe and healthy,” said Julie Krow, director of the Office of Youth and Families in the Colorado Department of Human Services. “This is something we can’t do alone. We need our community to help us.”

Charles Flanagan, head of the new Division of Child Safety and Family Services, said five were people working for him who were found to have been instrumental in crafting and implementing a policy that resulted in ignoring state laws which require all complaints be investigated.

Flanagan said the firing came after review of an extensive investigation conducted by the state Department of Public Safetyof exactly who was accountable for ignoring the law. He said these are the people most responsible.

It hurts me to hear destructive criticisms about how teachers are the cause of badly performing schools, social workers blamed when a baby dies a horrid death while under County supervision, and most recently an all out diatribe against the uncaring volunteer guardian ad-Litems in America.
These professions are not entered for the great wealth or social prestige that accompany the difficult work that come with the job. Educators are dealing with mental health issues, the impact of poverty, abuse, and homelessness as our society becomes less well off, and recently, less well governed. Social workers are expected to work miracles with terrifically damaged children in toxic homes, drug and violence issues, huge caseloads, and few resources to fix anything.

Volunteer guardian ad-Litems work with badly damaged children trying to guide them through a complex and bureaucratic court system in the hopes of saving them from both the system and the traumas they have suffered from.

Another Screened Out Of Child Protection Baby Dies In MN

Freda Perdue, 33, was charged Friday in Ramsey County District Court with child neglect and child endangerment.

According to the criminal complaint:

Police were called last Saturday to the East Metro Place in White Bear Lake on a report of a male infant who was not breathing.

Police found Perdue crying next to the baby, who appeared to have blood around his nostrils. He was taken to St. John’s Hospital in Maplewood, where he was pronounced dead.

Perdue told police that the night before she had laid the baby on his back on a mattress where her three other sons and a neighbor boy were sleeping.

Beaten Child Verdict $166M In NJ The Largest Ever

Despite findings of abuse, New Jersey Child protection returned four year old Jadiel Velesques to his violent family where he was beaten so badly he cannot walk or talk, is blind, and will need the care of nurses & doctors around the clock. DYFS said that reducing casework workload and strengthening training and supervision of caseworkers has happened already. This is the largest verdict against a child protective services agency in U.S. history. It hurts me to think that the caseloads could have been reduced and the training and supervision could have been strengthened before Jadiel was beaten. Just like we could have built the mental health facility the year before Jeff Weise murdered his grandfather, 14 others, and then killed himself.

Safe Passage For Children is promoting legislation that will require counties to keep data on abuse reports which will identify when children are repeatedly reported as abused. As a long time CASA guardian-ad-Litem, I can recall plenty of instances where children were re-reported again and again before anyone looked into it. In one case, 49 police calls to the home in which a seven year old was prostituted (over four years). The definition of malfeasance and torture of a child.

IN: Can parents sue DCS? Yes, divided justices rule

A sharply divided Indiana Supreme Court decision that a family may sue the state’s child protection agency for negligence is sure to resonate within the Department of Child Services, attorneys familiar with the case said. “The whole purpose of this appeal was to try to hold the Department of Child Services accountable for its failure to abide by statutory requirements,” said Adam Sedia of Rubino Ruman Crosmer & Polen LLC of Dyer, who successfully argued the case decided in a 3-2 opinion Nov. 26.

Safe Passage for Children is proposing a bill with two provisions. See a summary here.

The legislature plans to get all the bills through the committees and onto the floor of the House and Senate in 3 ½ weeks, so we need to be ready to communicate our support for the bill.

Still, the Williams verdict has renewed calls for adoption reform in Washington—which to date seems to be the only state studying adoptee abuse. There is also talk of a federal bill to enhance post-adoption services for families and require better data collection on failed adoptions, and some adoption agencies, including the country’s largest, Bethany Christian Services, have called for action against rehoming. And a new website, Betaseb, is attempting to provide a place for older Ethiopian adoptees to talk with each other privately and learn about their rights.

6000 Child Abuse Cases Not Examined In Arizona (putting AZ in 48th place for child well being)

Clarence Carter the Director of AZ Department of Economic Security told the oversight committee that child protection was suffering from lack of funding and resources and has been only investigating the worst of the worst cases.

Skyrocketing case loads and very late (too late in many cases) review of unexamined reports of child abuse make it extremely hard to keep children safe in Arizona, a state that ranks 48th in child well being.

What if everyone agreed to get behind some of the same best practices for children? It would improve chances of state funding, be easier to track outcomes, and create economies of scale.

This may be possible. Safe Passage research indicates common interest in some of the same programs across child welfare, early childhood development, and children’s mental health. These approaches have a solid track record and strong research base, including Triple P (Positive Parenting Program), Parent Child Interaction Therapy, and Cognitive Behavioral Therapy.

Child Sexual Abuse, Alcohol, & Help

Sexual abuse is likely the most horrific crime a young child can endure.

Almost 10% of children today are exposed to sexual abuse; from rape, incest, pornography, touching, fondling or sodomy.

According to the Childhelp organization, the most common ages that child sexual abuse acts are committed are ages 7 to 13.

Within child protection systems, these percentages are much higher and the children’s ages are lower when the abuse begins.

As a CASA guardian ad-Litem in Hennepin County, about half of the fifty children in my caseload were sexually abused. After almost 20 years as a County volunteer in child protection, I think it is the most under-reported crime in our nation.

Six million children are reported to child protection agencies in the U.S. each year. About 10% of them receive services. The other 90% are left to fend for themselves.

Support Safe Passage For Children – Children Are Not Burgers

A value proposition is the amount you are willing to pay for a certain level of quality.

Take McDonalds for instance. The value proposition is to pay a low price for acceptable quality. If you get it, that’s a good value. (Except for the French fries, which are a great value!)

The current value proposition in child welfare is similar. We pay staff modest amounts and they meet basic requirements such as investigating reports in 24 hours and getting kids to court every three months.

If that’s all we want, it’s a good value.

But it’s the wrong value proposition.

We want high quality outcomes for children and will have to pay a realistic price to get them. That will cost more, but the results will be worth it.

Massachusetts Child Abuse Up – 30% Fewer Petitions To Remove Children From Abusive Homes

Budget cuts at the Department of Children and Families has compromised family supports and child protection in Massachusetts. “The state is saving money, but not necessarily protecting children” (Marcia Lowry, Children’s Rights).

I argue that states are not saving money. It costs many times more money to ruin lives and live with dysfunctional children turned adults than it does to provide child friendly programs that help kids make it through school and out into society. It is also the right thing to do.

Reporting Maltreatment Of Children; How Minnesota Does It (State Statute – 626.556)

The difference between mandated reporters and the rest of the world is this; my friend who knew the 7 year old girl across the hall was being sexually abused was not a mandated reporter, and he did not report it. He feared for his life, as these were gang type neighbors, and while he was miserable about it, he never did speak out. Instead he knew for a long time what was happening next door and did nothing to stop it. It was a confession he made to me long after the events had occurred.

The only real hope this little girl (or any other children) being prostituted, pounded on, or otherwise horrifically treated, are mandated reporters. Hopefully, a teacher, hospital worker, or some other service provider will discover the horrors this little girl’s lived through and make help available so she might be healed and lead a better life. This is the statute that all mandated reporters should understand if they are to execute their jobs according to MN law.

If the resources were made available to enforce this statute, and make available the resources suggested within it, the prisons would empty, schools would perform at a much higher standard, and our communities would become the warm and friendly places we all want them to be. Take a moment and review the statute. It is valuable information for any citizen;

A recent study of South Carolina’s child protective services indicates that sex with children is not a crime here. There is no serious enforcement of child sex abuse laws in the state.

Trials don’t happen for years, church’s stand in the way of helping sexually abused children (South Carolina is the 4th most religious state in the nation). Raped children that are reported to child protection aren’t interviewed for weeks. Justice delayed is justice denied. It is also probably that South Carolina has few mandated reporters and that most people just don’t want to talk about it (there is very little reporting of the crime in SC compared to states that care for their children).

To be fair, the South has come a ways since the 1960’s when the age of consent was between 11 and 13. Rock singer Jerry Lee Lewis married a 13 year old (he was about 40 at the time).

Without court appointed CASA volunteers, America’s abused and neglected children have no voice in the homes they are raised in or the homes they live in foster care.

States like Virginia are now forcing children back into homes where they have been sexually abused, or otherwise tortured.

The World Health Organization defines torture as “extended exposure to violence and deprivation”.

Every child in my CASA guardian ad-Litem caseload had been tortured (many of them at two and four years old. Beaten, tied to a bed, sexually abused, left alone without food for days at a time, and one 7 year old had been prostituted. Every child deserves a safe home and a voice in our community.

Six million children are reported to child protection services in America each year. Only a fraction of them receive help from their community. Current and former CASA guardian ad-Litems can have a major impact on building awareness and protecting our youngest and most vulnerable citizens.

Mother Earth News this month includes weapons manufacturers marketing materials aimed at very young children. It is disturbing. It was just last week a five year old Kentucky boy killed his two year old sister with his “Crickett” “my first” rifle. You can buy them in hot pink for little girls:

“The Crickett rifle is ideally sized for children four to ten years old and comes in a …Arms manufactures the following youth rifles: Crickett .22WMR Youth Rifles”
Mom was outside & said she did not know the gun was loaded. Gun marketing pictures from the Crickett marketing page (the site was down today when I went to include the link – it will be interesting to see if it has been changed) http://www.crickett.com/

This extensive article from the New Republic clearly defines the nightmare that is child daycare for so many American children and infants. Not only is this unregulated field filled with underpaid, under-trained service providers, but poor people (about half of U.S. families) can’t afford or can barely afford any day care for their children.

A good percentage of America’s 8.2 million children under five spend part of their week in care outside the home.

America’s weakest and most vulnerable citizens are too often left in the care of drunk uncles and worse because low wage parent just don’t earn enough to pay for daycare.

The only time we read about the pain cause by inadequate daycare is when a baby chokes to death on a condom or has its brains dashed out on a wall.

Subsidized day care not only creates a safe place for the child, but a smarter citizen, and a happier and more productive family living in a better community.

American institutions are producing exactly that which they were designed to stop. Almost all the youth in juvenile justice have come through child protection programs. Virtually all criminal justice candidates have been juvenile offenders. 2/3’s of these people have mental health problems (fully half of this number have multiple, serious, and chronic conditions (these are the dangerous and dysfunctional folks that so often make the news).

Much of what I write and speak makes people angry. Imagine what it’s like to be child protection worker or volunteer CASA guardian ad-Litem and meet a seven year old boy that’s been tied to a bed, left alone for days at a time, starved, sexually abused, and beaten to a pulp with bruised covering his body or come to know very young girl that was prostituted by her mother.
