Adoption, Foster and Kinship Care, All Posts from Kids at Risk Action

After a 9 day trial, foster mom Melissa Sondrol was convicted of of assaulting her infant state ward child, breaking multiple bones and withholding medical information from providers. The court was not allowed to hear her prior histories of abuse. This infant has suffered for years in MN and will live a life very different from other children due to the traumas visited upon him as a foster child – and the things that happened to him prior to entering child protection.

Stories about the shortage of foster care providers, lack of training and resources and transparency within the system are not uncommon – remember, we only read about the very worst cases – the sadness in foster care goes much deeper.

Indiana Sued For Making Child Protection Almost Impossible

A few years ago, Vice Presidential candidate and Indiana Governor Mitch Daniels eliminated funding across the board for Indiana families adopting special needs children (after 500 adoptions by families promised these dollars for transportation, healthcare & education of their adopted children, were completed).

Indiana then became the only state in the nation to place families adopting special needs children on a wait list rather than paying subsidies.

Note, this article is not about blaming people doing the work – it’s about legislators that are unaware of the dire straits abused and neglected children are facing and their slow and inadequate reaction to the conditions existing in our most important institutions today.

Many states are failing their most vulnerable citizens in the most tortured and traumatizing ways. National Disgrace (Star Tribune) & Colossal Failure are the words being used across America describing child protection in state after state. Four and five year old children are dying by homicide and suicide.

Two days ago, a lawsuit was filed against the AZ Department of Child Safety alleging “severe shortage of mental and physical health services”, “failure to conduct timely investigations of child abuse reports”, and a widespread failure of the State to help troubled children maintain family relationships.

If lawmakers do not make and allocate funding for policies that keep children safe, this nation resorts to lawsuits that pay damages and fines for such failures. Sometimes, the court includes very expensive punitive awards to make it explicit that the state needs to function better for children. It’s an expensive way of creating policy and children have to suffer greatly before that happens.

From my perspective as a longtime volunteer CASA guardian ad-Litem, it is far less costly, and way more ethical and productive for legislators to fund programs and address problems than it is to obfuscate, ignore, and watch the slow torture of abused and neglected children evolve into class action lawsuits and the next generation of abused and neglected children becoming parents of another generation of abused and neglected children. We are costing this nation its quality of life by trading at risk children and young families for failed schools, unsafe streets, a giant prison system, and monstrous pharmaceutical industry (and million of children reported to child protection each year).

Every five years a new generation of abused and neglected children enter our schools and communities.

This extensive article from the New Republic clearly defines the nightmare that is child daycare for so many American children and infants. Not only is this unregulated field filled with underpaid, under-trained service providers, but poor people (about half of U.S. families) can’t afford or can barely afford any day care for their children.

A good percentage of America’s 8.2 million children under five spend part of their week in care outside the home.

America’s weakest and most vulnerable citizens are too often left in the care of drunk uncles and worse because low wage parent just don’t earn enough to pay for daycare.

The only time we read about the pain cause by inadequate daycare is when a baby chokes to death on a condom or has its brains dashed out on a wall.

Subsidized day care not only creates a safe place for the child, but a smarter citizen, and a happier and more productive family living in a better community.

Mitch Daniels needs to be identified for his personal policies ruining young lives; these policies are at the same time costing the state more money than useful and promising policies would.
By eliminating funds guaranteed to families adopting special needs children, he put the state in the precarious position of defending lawsuits and made the adopting of special needs children a giant problem in the years to come (who will adopt Indiana’s special needs children next year?)

It just seems to me that America’s children should all have a chance to have a childhood.

I find it hard to accept that on top of being abused, having special needs, or neglected, these children are punished again by a society too cheap to make a place for them at the table.

Children have no lobby, no voice, & can’t fight back when a MN Governor* states that “children that are victims of failed personal responsibility are not my problem, nor are they the problem of the State Of Minnesota”.

There’s nothing a five year old can say to the governor of Indiana about the elimination of the state’s newborn screening fund (paid for by birth fees collected from parents), or the retroactive termination of adoption subsidies to the five hundred families that adopted special need children based on the promise that they would have assistance for their special needs children.

I doubt that a nine year old could clearly explain the problem facing California foster children because 1,000 state-licensed facilities match sex offenders’ addresses;
