About 3 out of 100 Americans are incarcerated, on the way to being incarcerated, or have been released from incarceration. When broken out by race, these numbers are dramatically worse for people of color.

Minneapolis, MN for instance, arrested 44% of its adult Black men in 2001. There were no duplicate arrests and 58% of those men went on to be rearrested for a second crime within 2 years. America now leads the world in incarceration; 5% of the earth’s population and 25% of its prison population.

The children of incarcerated parents have higher rates of pregnancy, dropout and expulsion rates from school, STDs, mental health issues & criminal behavior. In fact, the children of incarcerated parents have more involvement with the criminal justice system than their offending parent did.

Without court appointed CASA volunteers, America’s abused and neglected children have no voice in the homes they are raised in or the homes they live in foster care.

States like Virginia are now forcing children back into homes where they have been sexually abused, or otherwise tortured.

The World Health Organization defines torture as “extended exposure to violence and deprivation”.

Every child in my CASA guardian ad-Litem caseload had been tortured (many of them at two and four years old. Beaten, tied to a bed, sexually abused, left alone without food for days at a time, and one 7 year old had been prostituted. Every child deserves a safe home and a voice in our community.

Six million children are reported to child protection services in America each year. Only a fraction of them receive help from their community. Current and former CASA guardian ad-Litems can have a major impact on building awareness and protecting our youngest and most vulnerable citizens.

Wow & Thank You CASA Reno for the opportunity to give the keynote talk at your CASA volunteer recognition dinner. Cathy & I had the pleasure of getting to know your very fun city & many of your committed & engaged child protection volunteers.

High energy, an elegant atmosphere, combined with a terrific dinner, a very professional video tribute to volunteers, and superbly executed silent auction made the “Speaking From The Heart” event a most memorable experience.

The Court Appointed Special Advocate Association (CASA), a national organization that recruits, trains and supports volunteers to represent abused and neglected children in the courtroom and other settings, is honoring Washoe County volunteers at 6 p.m. Sept. 19 at the 2012 Speaking From The Heart recognition dinner.
The event, held at Silver Legacy Resort Casino, recognizes the hours volunteers devote to children in need in the legal and social services system. The nonprofit says volunteers often remain the one constant in kids lives until placed in a safe, permanent home.

There will be a no-host cocktails and a silent auction. Dinner begins at 7:15 p.m. with keynote speaker Mike Tikkanen to follow. Cost: $80 per person. Details: Washoe County CASA Foundation, 775-233-5849.

Being the one constant in the lives of abused and neglected children has its obvious rewards but the words of a recipient conveys the meaning in one child’s life. Says Melissa, “My CASA volunteer was a positive constant in my life…I thank her for showing me that my biological mother may have taken away my childhood, but I am in control of what I will do the rest of my life.” And the meaning it holds for volunteers? Susan, a CASA advocate since 1994, puts it succinctly. “…It has been and remains one of the most rewarding and meaningful experiences in my life.”

CASA volunteers-also known as Guardians ad Litem in the State of Minnesota-are everyday citizens whom judges appoint to advocate for the safety and well-being of children who are in the court system as a result of abuse and/or neglect.

They stand up for these children and change their lives. CASA Minnesota is a 501(c) 3 non-profit organization that supports Minnesota CASA (Court Appointed Special Advocate) programs and the volunteers who have helped more than two million children find safe, permanent homes.

From a legal perspective the most under-protected persons in America are sexually abused children.

One study indicated that 11% of judges and 51% of prosecuting attorneys admitted that they had deliberately confused the child (witness) during the proceedings.

What this means in practice, is that the nine-year old girl sitting on the stand in the courtroom is being bullied by intense and deliberately confusing cross-examination about her abuse.

Everyone at the sysmposium agreed that children are not mentally capable of undergoing adult type cross examination, but it is clear that this still happens in many cases.
