CT: New London parents file request on son’s behalf to sue DCF for $20 million

The parents of a toddler who suffered broken bones and starved in a Groton foster home sent notice to the state Thursday that they plan to sue the Department of Children and Families on their son’s behalf for up to $20 million.

MI: Detroit Tragedy: Two Social Workers Charged Over Death Of Toddler After They Failing To Follow Up On Child, Mother

Two social workers in Detroit were charged in the death of a toddler after prosecutors believed that they failed to protect a three-year-old boy. They failed to follow up on the child after they found him in his home with not enough food earlier this year. The two people charged are 24-year-old Elaina Brown and 47-year-old Kelly M. Williams. The two were charged with involuntary manslaughter and second-degree child abuse. Both of which are felonies.

PA: York CYF downgraded license expires Tuesday; fate uncertain

York County’s Office of Children, Youth and Families is awaiting word of its future as its fourth – and supposedly final – downgraded license is set to expire Tuesday. TX: Foster youth struggle to get college degrees

About 3,200 students used the waivers in the 2015 budget year at a cost to colleges of about $8.3 million, according to the Texas Higher Education Coordinating Board. That was a decrease from the 3,700 students who used tuition waivers two years earlier. U.S. District Judge Carlton Reeves blocked the “religious objections” or “religious freedom” law moments before it was to take effect July 1, ruling that it unconstitutionally establishes preferred beliefs and creates unequal treatment for lesbian, gay, bisexual and transgender people. The law championed and signed by Gov. Phil Bryant sought to protect three beliefs: Marriage is only between a man and a woman; sex should only take place in such a marriage; and a person’s gender is determined at birth and cannot be altered. In fact, decades ago, the Texas Legislature passed a law protecting exactly this kind of parenting. You can find it under Texas Penal Code 9.61. Unfortunately, lawlessness has infected some Texas bureaucracies. The most culpable agency appears to be the scandal-plagued Child Protective Services. CPS is the largest employer of social workers in Texas but is mostly known for a series of faked and fabricated claims that have resulted in injured and murdered children.

The action couldn’t come soon enough for the nearly 2,900 children across the state who have not had required CPS visits, more than 500 of them deemed at risk of serious injury or death. A salary increase for caseworkers should help reduce turnover in this dysfunctional system. The pay is so low – starting at $34,000 – that caseworkers quit in droves (57 percent a year in Dallas County). That leaves hundreds of unfilled positions and high caseloads.
