The bill sprang from a lawsuit involving a grandmother in the southwest Alaska village of Tununuk who testified in court that she wanted to adopt her granddaughter with the understanding her testimony would give her standing under the Indian Child Welfare Act. ICWA gives preference to the relatives, family, or tribe of Native children in custody and adoption cases. CA: Bill to keep kids in school wins Assembly approval

LA: DCFS commends Baton Rouge mom who handed over baby under safe haven law

The state Department of Children and Family Services says a Baton Rouge mother took the appropriate steps when she left her newborn baby at a fire station, instead of abandoning the child. Assistant Secretary of Child Welfare Program Rhenda Hodnett says the child was placed in the arms of a fireman and then transported to Woman’s Hospital for a checkup. She says the mother will face no charges.

Cuyahoga County’s health department contracts with Planned Parenthood to train staff that works with at-risk youth in the foster care system as part of an effort to prevent teen pregnancy. US: Federal Judge Sets Hearing To Resolve ICWA Lawsuit; One Issue Still Pending (Audio)

A federal judge has set a hearing date to reach a resolution in a lawsuit alleging violations of the Indian Child Welfare Act, or ICWA. Judge Jeffrey Viken ruled more than a year ago that practices in Pennington County violate statutes and the U.S. Constitution. But he told parties at a status hearing on May 26 that recent transcripts show those practices have not changed. SDPB’s Victoria Wicks has followed this case since it was filed more than three years ago.

Recently there have been bills introduced in several states that seek to deny transgender youth access to sex-segregated spaces including restrooms and locker rooms. These bills stigmatize an already vulnerable population, potentially increasing their risk of negative health outcomes. In a survey of transgender people in Massachusetts, 65% of respondents reported being discriminated against in public accommodations, and this discrimination was associated with poorer mental and physical health outcomes.

Ever since Obamacare took effect two years ago, many California legislators have been fighting to get health insurance for those it left out — the quarter of all immigrants in the country illegally who live within the state’s borders. Next month, California will make a sizable dent in that effort when immigrants younger than 19 who are here without papers begin receiving free health coverage through Medi-Cal, the state’s low-income health program. State officials estimate that 170,000 residents will be eligible.
