US: The Newborn Illness That Is Costing Our Health Care System Billions — And It’s Not Zika (Opinion)
Forbes – September 29, 2016
The medical expenditures for a Neonatal Abstinence Syndrome (NAS) baby are about $66,700 with an average hospitalization of nearly 17 days, compared to $3,500 and a two-day hospital stay for the average healthy baby. Taxpayer-funded state Medicaid agencies are struggling to keep up, having to shoulder approximately 80% of the costs. NAS also carries heavy societal costs, requiring increased expenditures on social services, special education, and sadly, the criminal justice system. These children are born at a social, mental, and physical disadvantage as a result of a condition that is 100% preventable.

US: Why Do We Punish Parents For Letting Their Kids Go Outside Unattended? (Opinion)
Fast Company – September 26, 2016
In the U.S., the chance of having your teen or child abducted is vanishingly small, around 0.00007%, or one in 1.4 million annually, according to Daniel Gardner in his book The Science of Fear: How the Culture of Fear Manipulates Your Brain. The most common cause of preventable death for kids is car crashes, so it’s actually far more dangerous to drive your child to and from school (perhaps to prevent them from being kidnapped) than it is to let them walk.

The reason so many social workers in this state are young and raw is because it’s not the career path most people take after their first experience with it. US: Family First Act is Critical for Parents in Recovery (Opinion)
Chronicle of Social Change – September 23, 2016
My son was 5 when I went into substance abuse treatment. After two days in an emergency shelter, he was placed in a group home in the isolated hills of inland Orange County. I was in a facility for women and children – one of the few treatment programs that allows children to be with their parents while parents recover from addiction. Yet for several months my son remained in foster care. I was told the reason he couldn’t come live with me was because child welfare funding does not pay for kids to be with their parents, only for them to be in foster care.

Japan: Greater support needed to improve, expand foster parent system
Japan News – September 26, 2016
In cases when parents are unable to raise their children, priority is given to placing these children in a family setting, such as with foster parents. The revised Child Welfare Law passed in May spells this out. Support for foster parents has been made a new duty for child consultation centers. This change from a policy of relying heavily on placing children in institutions is hugely significant.

The Daily Sentinel – September 21, 2016
Hindsight is 20/20. It’s easy to say after the fact what should or shouldn’t have happened. While the series highlighted some glaring missteps, it also provided valuable context as to why certain decisions were made and revealed the pressure that state and national policies place on case workers. It would be a grave disservice to take these worst-case scenarios as evidence of systemic incompetence. A gross oversimplification of a complex problem won’t prevent future tragedies from happening. US: Advocates Urge Senate to Pass Family First Act (Opinion)
The Huffington Post – September 21, 2016
The fate of the most substantial piece of child welfare legislation in the last 10 years rests in the hands of a few U.S. Senators this week. The Family First Prevention Services Act, sponsored by Sen. Orrin Hatch (R-Utah) and Sen. Namely, the fact that federal funding is available for out-of-home placements and foster care when a child is removed from the home, but not for community services that could help children remain with their families.

Jessica Feierman, associate director at the Juvenile Law Center, called it a punishment for being poor. “We’re creating two separate systems of justice. This is really a glaring example of justice by income,” Feierman said. “We really can do better. We can set a system that’s fair to all young people, not just the ones who have access to money.” Report: http://debtorsprison.jlc.org/documents/JLC-Debtors-Prison.pdf

Columbus Dispatch – September 19, 2016
Neglect also extends to public policy, advocates say. Federal and state legislative action has largely focused on opioid-prescribing practices and treatment for addicts, with comparatively scant attention turned toward the child-welfare system. “Everybody’s patting themselves on the back, saying we’ve shut down the pill mills, we’ve got more treatment, we’re doing all kinds of stuff,” said Joel Potts, executive director of the Ohio Job and Family Services Directors’ Association. “Well, what about the kids?”

TX: Perryman: Foster care redesign for the children
OA Online – September 18, 2016
More than 16,000 Texas children are presently in foster care. However, this crucial safety net for thousands of the state’s most vulnerable residents has experienced challenges in recent years. Children are spending nights in offices and hotels because there aren’t enough places to stay, reports of ongoing abuse and neglect make headlines, a federal judge called the system broken and mandated changes and it is difficult to keep caseworkers from quitting.

One in 10 born at the hospital endures withdrawal from some type of drug — heroin, opiates, cocaine, alcohol or a combination of many. That’s about 15 times the national average.

United Kingdom: Think ‘Honour’ Killings Don’t Happen In The UK? Think Again
Debrief – September 18, 2016
While tabloids would have you believe that honour killings have long been associated with Islam, the practice has also occurred in Sikh, Hindu and Christian communities as well. That’s not to say mainstream religions justify honour killings though. Despite the fact that this is ultimately a cultural as opposed to a religious issue religion has become synonymous with honour killings: the supposed shame which causes an act of violence to be carried out in the name of a long-held notion of ‘honour’ is seen to come about when traditional cultural beliefs are not conformed to, wearing ‘western clothes’ or dating someone from a different culture can increase a woman’s risk of honour-based violence.
